Terracidal Wealth Transfer By Neoliberal Climate Criminal And Climate Change Denier Donald Trump

Billionaire US president-elect Donald Trump belongs to the richest 0.1% of Americans but has been elected by an anti-science,  neoliberal electoral continuum from  the desperate White  poor to the homicidally greedy rich. Trump is an explicit climate change denier and promises a neoliberal agenda of $1 trillion annually  in tax-cuts disproportionately  favouring the rich in an environmentally  disastrous Business As Usual (BAU) Carbon Economy involving climate change inaction and unlimited oil, coal and gas exploitation.

Donald Trump is clearly a member of the US Establishment but was ferociously opposed by the “official” US Establishment represented by the Democratic Party, the Republican Party, and Mainstream media, politician and academic presstitutes backing the “official” US Establishment narrative and engaged in what was described as “manufacturing consent” in the seminal book of the same name by Professors Edward Herman and Noam Chomsky [1]. Those who voted for Donald Trump are on a continuum from egregious stupidity  and/or ignorance to homicidal and genocidal greed but the valid excuse of the poor, ignored and disadvantaged White voters was that they desperately wanted a change from essentially BAU rule by the Democrat part of the “official”  Establishment.  Of course they could have voted for science-informed, pro-Humanity, pro-environment, anti-racist Jewish American  progressive physician Dr Jill Stein of the US Green Party,  but she only gained 1% of the vote in what was basically a first-past-the post,  2-horse race in Plutocracy, Kleptocracy, Murdochracy, Lobbyocracy, Corporatocracy and Dollarocracy America in which Big Money purchases people, parties, policies, public perception of reality, votes and hence more private profit.

Multi-billionaire Donald Trump was elected in a vote against  “official” US Establishment BAU, but as systematically set out below, Donald Trump’s promised  BAU Carbon Economy involving unlimited oil, coal and gas exploitation means  a disaster for Humanity and the Biosphere.  

  1. Donald Trump Business As Usual (BAU) means worsening climate emergency and climate genocide.

The world is facing a worsening climate emergency. The Paris Agreement target of no more than a  1.5-2.0C   temperature rise to avoid catastrophic global warming is now essentially unavoidable. The plus 1.5C target may be exceeded in as few as 4 years [2-4]. The present plus 1.25C global average temperature rise is already catastrophic for  Island Nations being presently ravaged by sea level rise and storm surges from high energy storms.  Already an estimated 0.4 million people die from climate change annually [5] but this may be a considerable under-estimate because climate change evidently impacts the 17 million people who die avoidably from deprivation each year in the  tropical and sub-tropical Developing World [6] .  Further, the World Health Organization (WHO) estimates that 7 million people die annually from air pollution that is largely derived from carbon fuel burning [7].

Science-informed people are aware  of the worsening climate emergency due to global warming and climatic disruption from greenhouse gas (GHG) pollution. The world is facing an existential threat from GHG pollution and it is estimated that 10 billion people (mostly non-Europeans) could die this century  in a worsening climate genocide if GHG pollution is not requisitely  addressed [8]. Already 17 million people die avoidably each year from deprivation and deprivation-exacerbated disease [6] but failure to address  man-made climate change could mean an average of 100 million avoidable deaths each year this century [8].

  1. Donald Trump BAU means worsening  state terrorism through state-sanctioned corporate terrorism, climate terrorism and carbon terrorism.

In the 15 years after the US Government’s 9-11 false flag atrocity  (2001-2016) about 60 people died  in the US from political terrorist attacks whereas in the same period 24 million Americans  died preventably from various causes linked to state-sanctioned corporate greed, including about 3 million from air pollution – clear evidence of state terrorism through state-sanctioned corporate greed, corporate terrorism, climate terrorism and carbon terrorism. If the political ideology-driven killing of about 60 Americans in the US in the 15 years since 9-11 is terrorism then so too is  the state-sanctioned, neoliberal ideology-driven and profit-driven corporate killing of 3 million Americans  by air pollution in the same period [7, 9-13].

  1. Donald Trump BAU means deadly climate change inaction.

Basically we know what the problem is – global warming from man-made greenhouse gas (GHG) pollution –  and how to solve it (for a problem-solving classic see  [14]). Fundamentally, as enunciated by 300.org, we need to reduce atmospheric CO2 concentration to about 300 ppm for a safe planet for all peoples and all species. To return to a safe and sustainable environment we must achieve the following:

  1. Change of societal philosophy to one of scientific risk management and biological sustainability with complete cessation of species extinctions and zero tolerance for lying.
  2. Zero emissions now (ZEN) is just the beginning. There must be “negative emissions” involving urgent reduction of atmospheric CO2 to a safe level of about 300 ppm as recommended by leading climate and biological scientists.
  3. Rapid switch to the best non-carbon and renewable energy (solar, wind, geothermal, wave, tide and hydro options that are currently roughly the same market price as coal burning-based power and about 5 times lower than the true price taking environmental  and human impacts into account)  and to energy efficiency, public transport, needs-based production, re-afforestation and return of carbon as biochar to soils or safe storage, with all this coupled with application of a damage-related Carbon Price on GHG  pollution driving correspondingly rapid cessation of fossil fuel burning, deforestation, methanogenic livestock production and population growth.

Top climate change economist Sir Nicholas Stern famously stated: “The problem of climate change involves a fundamental failure of markets: those who damage others by emitting greenhouse gases generally do not pay. Climate change is a result of the greatest market failure the world has seen. The evidence on the seriousness of the risks from inaction or delayed action is now overwhelming” [15]. Likewise, science-trained Pope Francis has demanded that the environmental  and human cost of pollution be “fully borne” by the polluters [16-18]. Unfortunately, as set out below,  Donald Trump is a climate change denier and a powerful advocate for climate change inaction, unlimited carbon fuel burning and unlimited GHG pollution. Neoliberal Donald Trump is opposed to the very steps that can mitigate the worsening climate emergency.

  1. Donald Trump is an anti-science climate change denier.

Donald Trump tweeted on 11 June 2012: “The concept of global warming was created by and for the Chinese in order to make US manufacturing non-competitive” [19].

Donald Trump tweeted on 5 December 2013: “The problem w/ the concept of ‘global warming’ is that the US is spending a fortune on ‘fixing it’ while China & others do nothing!” [19].

Donald Trump tweeted on 13 December 2013): We should be focusing on beautiful, clean air & not on wasteful & very expensive GLOBAL WARMING bullshit! China & others are hurting our air” [19].

Donald Trump on 30 December  2015, to a crowd at a rally in Hilton Head, S.C.: “Obama’s talking about all of this with the global warming and … a lot of it’s a hoax. It’s a hoax. I mean, it’s a money-making industry, okay? It’s a hoax, a lot of it” [20].

 

Donald Trump tweeted on 25 January 2014:”NBC News just called it the great freeze — coldest weather in years. Is our country still spending money on the GLOBAL WARMING HOAX?” [20].

 

Donald Trump tweeted on 29 January 2014: “Snowing in Texas and Louisiana, record setting freezing temperatures throughout the country and beyond. Global warming is an expensive hoax!” [20].

 

Donald Trump tweeted on 29 January 2014: “Give me clean, beautiful and healthy air – not the same old climate change (global warming) bullshit! I am tired of hearing this nonsense” [20].

 

Donald Trump on 18 January 2016: “Well, I think the climate change is just a very, very expensive form of tax. A lot of people are making a lot of money. I know much about climate change. I’d be — received environmental awards. And I often joke that this is done for the benefit of China. Obviously, I joke. But this is done for the benefit of China, because China does not do anything to help climate change. They burn everything you could burn; they couldn’t care less. They have very — you know, their standards are nothing. But they — in the meantime, they can undercut us on price. So it’s very hard on our business” [20].

Donald Trump at a campaign rally in North Dakota,  May 2016: “We’re going to cancel the Paris climate agreement – unbelievable – and stop all payments of the United States tax dollars to UN global warming programs”  [21].

  1. Donald Trump wants climate change inaction, unlimited carbon fuel burning and unlimited GHG pollution.  

From the horse’s mouth, Donald Trump (26 May 2016): “A Trump Administration will develop an America First energy plan. Here is how this plan will make America Wealthy Again:

  • American energy dominance will be declared a strategic economic and foreign policy goal of the United States.
  • America has 1.5 times as much oil as the combined proven resources of all OPEC countries; we have more Natural Gas than Russia, Iran, Qatar and Saudi Arabia Combined; we have three times more coal than Russia. Our total untapped oil and gas reserves on federal lands equal an estimated $50 trillion.
  • We will become, and stay, totally independent of any need to import energy from the OPEC cartel or any nations hostile to our interests.
  • At the same time, we will work with our Gulf allies to develop a positive energy relationship as part of our anti-terrorism strategy.
  • We will use the revenues from energy production to rebuild our roads, schools, bridges and public infrastructure. Cheaper energy will also boost American agriculture.
  • We will get the bureaucracy out of the way of innovation, so we can pursue all forms of energy. This includes renewable energies and the technologies of the future. It includes nuclear, wind and solar energy – but not to the exclusion of other energy. The government should not pick winners and losers. Instead, it should remove obstacles to exploration. Any market has ups and downs, but lifting these draconian barriers will ensure that we are no longer at the mercy of global markets.

A Trump Administration will focus on real environmental challenges, not phony ones:

  • We will reject Hillary Clinton’s poverty-expansion agenda that enriches her friends and makes everyone else poor.
  • We’ll solve real environmental problems in our communities like the need for clean and safe drinking water. President Obama actually tried to cut the funding for our drinking water infrastructure – even as he pushed to increase funding for his EPA bureaucrats.
  • American workers will be the ones building this new infrastructure.

Here is my 100-day action plan:

  • We’re going to rescind all the job-destroying Obama executive actions including the Climate Action Plan and the Waters of the U.S. rule.
  • We’re going to save the coal industry and other industries threatened by Hillary Clinton’s extremist agenda.
  • I’m going to ask Trans Canada to renew its permit application for the Keystone Pipeline.
  • We’re going to lift moratoriums on energy production in federal areas
  • We’re going to revoke policies that impose unwarranted restrictions on new drilling technologies. These technologies create millions of jobs with a smaller footprint than ever before.
  • We’re going to cancel the Paris Climate Agreement and stop all payments of U.S. tax dollars to U.N. global warming programs.
  • Any regulation that is outdated, unnecessary, bad for workers, or contrary to the national interest will be scrapped. We will also eliminate duplication, provide regulatory certainty, and trust local officials and local residents.
  • Any future regulation will go through a simple test: is this regulation good for the American worker? If it doesn’t pass this test, the rule will not be approved” [22].
  1. Donald Trump $1 trillion annual tax cut reward for climate criminality.

Donald Trump is worth about $4 billion and is #156 on the Forbes 400 list of wealthy Americans [23, 24],  yet angry, poor White Americans were happy to vote for a multi-billionaire 0.1 Percenter proposing a $1 trillion annual tax cut that would disproportionately enrich the 0.1Percenters, the worst GHG polluters in the American carbon fuel burning-based  Carbon Economy. Thus the Tax Policy Center (Urban Institute and Brookings Institution) did a detailed analysis of Donald Trump’s tax cut proposals and concluded: “Presidential candidate Donald Trump has proposed tax reforms that would significantly reduce marginal tax rates for both individuals and businesses, increase standard deduction amounts to nearly four times current levels, limit or repeal some tax expenditures, repeal the individual and corporate alternative minimum taxes and the estate and gift taxes ,and tax the profits of foreign subsidiaries of US companies in the year they are earned. The Tax Policy Center estimates the proposal would reduce federal revenue by $9.5 trillion over its first decade and an additional $15.0 trillion over the subsequent 10 years, before accounting for added interest costs or considering macroeconomic feedback effects. Most of the revenue loss would come from individual income tax cuts, but about a third would be from the reduction in the corporate income tax rate and the introduction of special rates on pass-through businesses. The proposal would cut taxes at every income level, but high-income taxpayers would receive the biggest cuts, both in dollar terms and as a percentage of income. Overall, the plan would cut taxes by an average of about $5,100, or about 7 percent of after-tax income. However, the highest-income 0.1 percent of taxpayers (those with incomes over $3.7 million in 2015 dollars) would experience an average tax cut of more than $1.3 million in 2017, nearly 19 percent of after-tax income. Middle-income households would receive an average tax cut of $2,700, or 4.9 percent of after- tax income” [25].

The US has a Carbon Economy characterized by  an annual per capita greenhouse gas (GHG) pollution of 41.0 tonnes CO2-equivalent  per person per year as compared to a global average of 8.9 tonnes CO2- equivalent per person per year [26]. However the latest shocking global temperature data indicate that it is now too late to avoid a catastrophic plus 2 degrees Centigrade temperature rise. Annual per capita greenhouse gas pollution per se is a flawed measure of national culpability for this looming catastrophe because it ignores rich countries outsourcing industrial pollution to low-wage countries like China, and impoverished countries compelled to pollute to barely survive.  A better measure of culpability is weighted annual per capita greenhouse gas pollution taking relative per capita income into account, this revealing that the worst polluters on this basis  include  the rich Anglosphere countries of  the US, UK, Australia, New Zealand, Canada and Ireland. The  “weighted annual per capita greenhouse gas (GHG) pollution score” is 924.3 for Qatar,   207.1 for the US  and 71.9 for US-backed Apartheid Israel as compared to 2.4 for the Occupied Palestinian Territories, 5.2 for China,   and 0.2 for Pakistan, India and Bangladesh [27]. Donald Trump’s $1 trillion annual tax cut can be seen as a  disproportionate reward for 0.1 Percenter climate criminality in one of the world’s leading climate criminal countries.

 

  1. Donald Trump no longer advocates a Wealth Tax that is effectively a Carbon Tax on historical carbon pollution in a Carbon Economy.

Socialist Democrat Bernie Sanders has stated “There is no justice, and I want you to hear this clearly, when the top 1/10th of 1 percent — not 1 percent — the top 1/10th of 1 percent today in America owns almost as much wealth as the bottom 90 percent” [28]. One notes that the top 0.1 percent include 160,000 families with net assets of at least $20 million and the bottom 90 percent encompass 144 million families with average wealth of $84,000 [28] . Donald Trump has a net worth of $3.7 billion and ranks #156 in wealth   among the top 0.1% [23, 24].

According to a CNN report in1999: “Billionaire businessman Donald Trump has a plan to pay off the national debt, grant a middle class a tax cut, and keep Social Security afloat: tax rich people like himself. Trump, a prospective candidate for the Reform Party presidential nomination, is proposing a one-time “net worth tax” on individuals and trusts worth $10 million or more. By Trump’s calculations, his proposed 14.25 percent levy on such net worth would raise $5.7 trillion and wipe out the debt in one full swoop. The U.S. national debt decreased by $9.7 billion in September but remains at $5.66 trillion, according to the latest U.S. Treasury figures. The net worth tax is the cornerstone of Trump’s economic plan released Tuesday morning” [29].

However by 2015 the now presidential candidate Donald Trump’s position had changed for reasons of  of practicality and he now ruled out a Wealth Tax: “If you look at some of the things I said at the time — that was many, many years ago – I wouldn’t have minded taking a piece of my wealth and paying off the national debt, okay, I’ll be honest with you. Now we can’t do it, it’s so humungous. At that time we could have paid off the entire national debt and we could have started the game all even” [30].

Now a Wealth Tax –  whether a once-off Wealth Tax or an Annual Wealth Tax – represents a Carbon Tax on Historical Carbon Pollution in a Carbon Economy,  as well as representing a device for getting more social equity. Thus French economist Professor Thomas Piketty in his seminal book “Capital in the Twenty-first Century” has argued that for prosperous Western democracies gross wealth inequality is bad for democracy ( because Big Money purchases public perception of reality and hence votes) and is bad for the economy (because the poor have limited ability  to purchase goods and services). Professor Piketty argues for global disclosure of assets and an Annual Wealth Tax to address this perversion [31-34].  One notes that France has an  Annual Wealth Tax of up to 1.5% and Islam has had a 2.5% Annual Wealth Tax (zakat) for 1,400 years [34].

While a Carbon Tax properly set on annual income in a carbon fuel-burning Carbon Economy would justly pay for the associated environmental and human damage due to ongoing greenhouse gas (GHG) pollution,  the cost of Historical Carbon Pollution could be steadily recovered by an Annual Wealth Tax, a tax on wealth accumulation associated with a GHG polluting Carbon Economy. However the neoliberal Establishment, including  Donald Trump, rejects a Wealth Tax and wants to continue polluting for free. The present annual human cost of pollution is largely measured in annual pollution-related deaths  of 200,000 for America [10-12] and 7 million for the world [7].  At a US risk avoidance-based  Value of a Statistical Life (VSL) of $9 million per person [35], these estimates translate to an annual cost of $1.8 trillion for the US , and – applying the same VSL to the rest of the world on the basis  that “all men are created equal” –  a staggering $63 trillion for the world.

  1. Donald Trump rejects any Carbon Price or  Carbon Tax i.e. neoliberals can homicidally, speciescidally,  ecocidally, genocidally and terracidally  pollute for free.

 

Donald Trump tweeted on 14 May 2016: “I will not support or endorse a carbon tax!” [36] i.e. Donald Trump rejects any Carbon Price or  Carbon Tax and implicitly asserts that neoliberals can speciescidally,  ecocidally, genocidally and terracidally pollute for free.

 

Now leading climate economist Dr Chris Hope from 90-Nobel-Laureate University of Cambridge (UK) has estimated a damage-related Carbon Price of $200 per tonne CO2-equivalent [37]. The annual greenhouse gas (GHG) pollution for all countries is 63.8 billion tonnes CO2-equivalent  [26, 38] and the damage-related cost or Carbon Price is accordingly $200 per tonne CO2-equivalent x 63.8 billion tonnes CO2-equivalent per year =  $12.8 trillion per year (17% of the world GDP of $75.2 trillion) . For the US, the annual Carbon Price is $200 per tonne CO2-equivalent x 13.3 billion tonnes CO2-equivalent of pollution each year = $2.7 trillion per year (20.3% of the US GDP of $13.3 trillion [39]).

 

Under the neoliberal Establishment , including  President Donald Trump from January 2017, US polluters can pollute the one common atmosphere and ocean of all nations for free and evade a legitimate, damage-related, annual  Carbon Tax of $2.7 trillion amounting to about 20% of the GDP.  This is deadly grand larceny on an extraordinary scale – deadly for Americans because 1.7 million preventable American deaths each year are inescapably linked to fiscal deficits preventing mitigation of this ongoing American Holocaust [11-13].

 

  1. Donald Trump-approved  Carbon Tax evasion and wealth transfer to One Percenters  are linked to 1.7 million American preventable  deaths annually.

 

An estimated 1.7 million Americans die preventably  each year, the breakdown including  (note gun, homicide and suicide overlaps): 443,000 ( smoking-related causes),  440,000 (adverse events in hospitals),  300,000 Americans ( obesity-related causes),  200,000 ( air pollution),  75,000 (alcohol-related),  45,000 ( lack of medical insurance), 38,000 (drug-related deaths, this including  21,000 US opiate drug-related deaths annually linked to US restoration and protection of the Taliban-destroyed Afghan opium industry), 33,000 ( motor vehicles),  31,000 (gun-related), 30,000 (suicide with 7,000 being US veterans), 21,000 (avoidable under-5 year old US infant deaths), and 15,000 (murder) [11-13]. In stark contrast,  since the US Government’s 9-11 false flag atrocity [40] an average of  about 4 Americans have died each year in the US from terrorist attacks [10-13].

 

GHG  pollution is directly  linked to 200,000 annual American deaths from air pollution [7, 11-13]. However in a fiscal depletion sense, Donald Trump’s policies of massive Carbon Tax evasion ($2.7 trillion per year) and huge  wealth transfer via tax cuts to individuals including  disproportionately climate criminal One Percenters ($1 trillion per year) will mean a massive wealth transfer to individuals from public services (e.g. hospitals , health, preventive medicine) that will inescapably impact America’s huge burden of  preventable deaths, an ongoing American Holocaust.

 

 

  1. Donald Trump’s proposed $50 trillion of fossil fuel utilization dooms planet by an over-kill factor of 3 and escalates American Carbon Debt.

 

The authoritative Australian Climate Commission, advised by an expert Scientific Advisory  panel composed of 9 leading Australian climate scientists, released a report entitled “The Critical Decade. Climate science, risks and responses”. The report stated (p53) that “The budget approach [to tackling climate change] directly links the  projected rise in temperature to the aggregated global emissions in Gt [Gigatonnes or billions of tonnes] CO2 [carbon dioxide] or Gt C [carbon] for a specified  period, usually 2000 to 2050 or 2100. For example, humanity can emit not more than 1 trillion [1,000 billion] tonnes of CO2 between 2000 and 2050 to have a probability of about 75% of limiting temperature rise to 2 degrees C [Centigrade] ” [41].

 

The average world population over the next 40 years will be about 8 billion, so we can estimate the share of the pollution budget for each human being at 1,000 billion tonnes CO2/ 8 billion persons = 125 tonnes CO2 per person. Years to the  required “fair shares” total cessation of GHG pollution at current rates of pollution = 125 tonnes CO2-equivalent  per person/ (tonnes  CO2-equivalent per person per year) . The world global average of 8.9 tonnes CO2- equivalent per person per year [26] means that it has 125/8.9 = 14 years left relative to 2000 before it has to cease polluting i.e. it ran out of time 2 years ago. The US pollutes at 41 tonnes CO2-equivalent per year and this means that it has 125/41 = 3 years relative to 2000 before it has to cease polluting i.e. it ran out of time 13 years ago [42-44].

 

If we assume for simplicity that Donald Trump’s envisaged  $50 trillion of fossil fuel utilization from US Federal lands (see section #5 above) is coal, that the coal price is about $50 per tonne and that burning 1 tonne of coal generates 3 tonnes of CO2, then  this utilization will generate $50 trillion x ( tonne coal/$50) x 3 tonnes CO2/1 tonne coal  = 3 trillion tonnes CO2 or 3  times more than the 1 trillion tonne CO2 Terminal Carbon Pollution Budget for the whole world  that must not be exceeded between 2000 and 2050 for a probability of about 75% for limiting temperature rise to 2 degrees [41].  We are familiar with the notion that the nuclear arsenals of the world are many times bigger than that required to destroy Humanity [3]. Donald Trump’s proposed utilization  of $50 trillion of US fossil fuel resources dooms planet to a catastrophic plus 2 degrees Centigrade temperature rise by an over-kill factor of 3. Put simply, international equity demands that the US must keep fossil fuels in the ground.

Dr Chris Hope of 90-Nobel-Laureate Cambridge University has estimated an upper  damage-related Carbon Price of $200 per tonne CO2-equivalent  and on this basis  the world would have 1751-2015 Carbon Debt of $360 trillion (about 4 times the annual world GDP of $85 trillion)  that is increasing by about $13 trillion/year each year. The US has a 1751-2015 Carbon Debt of $46.5 trillion that is increasing at $2.7 trillion per year [44]. Compare this with the US National Debt of $19 trillion that is increasing at about $1 trillion per year [45]. However while monetary debt can be expunged personally by bankruptcy and nationally by printing money or defaulting, there is no escape from Carbon Debt which measures the inescapable cost of reversing the increase in atmospheric CO2 level from circa 300 ppm CO2 to a present dangerous and damaging 405 ppm CO2 [46-48]. Thus, for example, unless billions of dollars are spent building a requisite  sea wall for a coastal city, that city will drown.

Conclusions.  

US president-elect Donald Trump has fossil fuel exploitation and climate change inaction policies that impose a huge and inescapable Carbon Debt burden on Americans and on a climate change-threatened world. A catastrophic plus 2 degree Centigrade temperature rise is now unavoidable but we are all obliged to do everything we can to make the future “less bad” for future generations. Climate change denier Donald Trump’s disastrous unlimited GHG pollution and climate change inaction policies make our task harder but their comprehensive awfulness may paradoxically lead to a desperate backlash and more effective  climate change action around the world – it may have to get worse before it can get better.

The comprehensive awfulness of Donald Trump’s anti-science and terracidal policies demand a Climate Revolution now involving (a) informing everyone we can, (b) global Boycotts, Divestment and Sanctions (BDS) against  all those people, politicians, parties, countries, companies and corporations disproportionately  complicit in this worsening climate genocide, and (c) clear world-wide affirmation that all those corporate and political leaders involved in anti-science opposition to requisite climate change action will be held legally  responsible for criminal “depraved indifference” to the worsening climate genocide and climate holocaust.  Protectionist Donald Trump has promised huge tariffs against China but a rampantly climate criminal America under a climate change denialist President Trump  can surely expect huge Green Tariffs, International Court of Justice litigations and International Criminal Court prosecutions  from an increasingly desperate and indignant world facing a worsening climate genocide [49-51].
