Review: “Silent invasion. China’s Influence In Australia” By Clive Hamilton – Feeding Australian Sinophobia.

Silent invasion. China’s Influence in Australia” by Clive Hamilton (professor of public ethics at Charles Sturt University, Canberra) explores increasing Chinese influence in Australia but does so in an excited, polemical  fashion that crosses the boundary between critical academic discourse and xenophobia, paranoia, jingoism and Sinophobia. Of course Australia should be concerned about its sovereignty and security but  China is now Australia’s biggest trading partner and it is quite expected for legitimate Chinese influence to increase in Lobbyocracy and Corporatocracy Australia, the more so as the world becomes increasingly disenchanted with racism, bullying and serial genocidal violence from Australia’s military ally, Zionist-subverted America.

Silent invasionChinas Influence in Australia“Silent Invasion” [1] addresses the  significant matter of increasing Chinese influence in Australia but fails to do so in sober,  serious,  balanced and careful fashion. Thus, for example, right from the beginning, “Silent Invasion” incorrectly conflates the People’s Republic of China (PRC) and the  Chinese people (including the Chinese Diaspora)  with the Chinese Communist Party (CCP). China only permits one party, the CCP, and undeniably from an international humanitarian perspective faces a major challenge of guaranteeing human rights in the context of the national security of a one party state. As Lord Acton declared (1887): “Power tends to corrupt and absolute power corrupts absolutely”.

Decent humanity fervently hopes that China will resolve this key problem of human rights just as it has overcome entrenched poverty for about 1 billion people and the problem of national security with a violent and racist America devastating much of the Third World. Indeed China has also addressed the key problem of overpopulation and is a world leader in the transformation to renewable energy that is crucial for addressing the worsening   climate emergency.  Further serious and deadly problems to be addressed  by China (and other countries) include nuclear weapons, air pollution,  cigarette smoking and ultimately “limits to growth”.  While China has a per capita GDP 6 times less than the US, there are limits to further resource exploitation – there is no Planet B.

The personal and collective freedom of Western-style democracy is great but the serious downside is that Western Democracy  has become Kleptocracy, Plutocracy, Murdochracy, Lobbyocracy, Corporatocracy and Dollarocracy in which Big Money purchases people, parties, policies, public perception of reality, votes, more political power and thence more private profit. Thus while Western democracy involving entrenched corruption and  political short-termism seems incapable of dealing with the worsening climate emergency, there is some hope in Chinese-style, top-down, authoritarian decision-making  for the general good  being able to save the planet. Indeed China has been described as the world’s first welfare super power.

China has made enormous strides under the CCP of which the most important is overcoming horrendous entrenched poverty. Thus annual avoidable deaths from deprivation total 4 million for ostensible democracy India (population 1.32 billion) but total zero (0) for China (population 1.38 billion) [1]. Indeed “democracy” means expression of the will of the people and the fundamental wishes of all humans are for personal survival, survival of their children and other loved ones, modest prosperity, good health services, good education and good governance, things provided for everyone in China but not in the rest of the Developing World, including  ostensible “democracies” like India. Thus each year 16 million people die avoidably from deprivation in the Developing World (minus China) and 4.0 million in India as compared to zero (0) in China [1]. Unfortunately Clive Hamilton does not detail these huge Chinese achievements in “Silent Invasion”. Indeed “Silent Invasion” ignores or minimizes a veritable herd of Elephants in the Room, notably  in relation to Chinese history, Chinese achievements, the history of Chinese in Australia and post-WW2 American violence.

Set out below is a detailed, chapter-by-chapter critique of “Silent Invasion” .

Preface. In the Preface to “Silent Invasion”, Clive Hamilton sets the anti-China tone of the rest of the book. He was “shocked” over a large pro-China  demonstration to counter a pro-Tibet Secession demonstration when the Olympic torch came to Canberra, stating  that the latter was “legitimate protest”  whereas the much larger pro-China demonstration  was anti-democratic and violent: “What happened that day left me shocked. Where did all of these people come from? Why were they so frenzied? And I was affronted . How dare they arrive on the doorstep of our parliament, the symbol of our democracy, and shut down a legitimate protest, leaving me and a few hundred others feeling intimidated for expressing our opinion?” (page ix [1]). Clive Hamilton then decries a major publisher “pulling the plug” on his book, noting that “other publishers were scared off” (page x [1]).  On a personal note, 2 huge books by me documenting huge “forgotten” UK war crimes involving the deaths of millions have failed to find an Anglosphere publisher but can now be perused  for free on the web [2, 3].

Clive Hamilton concludes  with a detailed apologia for the US that ignores the following Elephant in the Room realities: (a) horrendous US crimes against  Humanity (Australia has been complicit in all post-1950 US Asian wars, atrocities associated with 40 million Asian deaths from violence or war-imposed deprivation [2];  (b) the US CIA-backed Coup that removed the progressive Whitlam Labor Government in 1975 [4]; (c)  the US-approved, mining corporation-backed and pro-Zionist-led Coup that removed the Rudd Labor Government in 2010 [5, 6],  (d) US spying on all Australians and sharing Anglosphere “5-eyes” intelligence on Australia with Apartheid Israel [7], (e) Australia’s continuing  involvement in targeting war criminal US drone strikes on 7 countries [8]; (f) US domination of Australian politics and media via right-wing US citizen and media mogul Rupert Murdoch [9]; (g) Australian complicity in an ongoing, US-imposed Muslim Holocaust and Muslim Genocide in which 32 million Muslims have died from violence, 5 million,  or from deprivation, 27million in 20 countries invaded by the US Alliance since the US Government’s 9-11 false flag  atrocity [10, 11]; and (h) Australia’s craven role as a US lackey that in turn has made Australia second only to Trump America as a supporter of nuclear terrorist, racist Zionist-run, genocidally racist, democracy-by-genocide Apartheid Israel [12, 13].

Chapter 1. Dyeing Australia red. Clive Hamilton argues that there is now “robust” evidence for the proposition that “the Chinese Communist Party (CCP) is engaged in a systematic campaign to infiltrate , influence and control the most important institutions in Australia” with an “ultimate aim… to break our alliance with the United States and turn this country into a tribute state” (page 1, [1]). Hamilton declares that “The erosion of Australian national sovereignty by Beijing is recognized by a handful of Sinologists, political journalists,  strategic analysts and intelligence officers” but that this  view is opposed by “[pro-China] “panda huggers” … backed by China sympathisers in the media, universities, business lobbies, and parliaments who are quick to accuse anyone who rings an alarm bell of being motivated by xenophobia or anti-Chinese sentiment” (page 3, [1]).

Hamilton admits that “For writing this book I will be accused of racism and xenophobia, epithets flung at anyone who raises the alarm about the influence of the Chinese Communist Party in Australia” (page 5 [1]). Now Clive Hamilton is a respected and progressive academic who has written some excellent books, notably about the climate emergency e.g. “Requiem For A Species: Why We Resist The Truth About Climate Change” [14],  “Earthmasters: Playing God with the climate” [15] and “Defiant Earth: The Fate of Humans in the Anthropocene” [16, 17].  Unfortunately “Silent Invasion” will certainly be used by Australian extremists exploiting racism, xenophobia and Sinophobia for their political ends. Clive Hamilton should have been much more judicious and considered in his use of language in this book.

Chapter 2. How China sees itself in the world. This is an obnoxious chapter that briefly considers the teaching of the horrendous history of China over the last few centuries of foreign intervention under the sub-heading “brainwashed”. In reality but not set out by Clive Hamilton,  in 1500  China was responsible for about 25% of the world economy  but European colonialism reduced this to a low of 4% by 1960. By 2015 China was back to 17% of the world economy [18]. While China has only invaded 2 countries  in the last 1,000 years, the British have invaded 193 countries, Australians 85, France 80, the US 72, (50 after WW2), Germany 39, Japan 30, Russia 25, Canada 25,  Apartheid Israel 12, and North Korea arguably none [2, 19, 20].  While  ignoring this extraordinary Chinese record of non-aggression and Australia’s appalling record of invading 85 countries as a UK or US lackey, Hamilton goes on to makes the  extraordinary and highly inflammatory claim that ”China is using fake history to position itself to make a future claim over Australia” (page 22 [1]).

Hamilton makes a brief mention of the 19th century Opium Wars and there is no mention of the related 19th century  Tai Ping Rebellion in which as many as 100 million Chinese died. There is no mention of the WW2 Chinese Holocaust in which 35 million Chinese were killed under Japanese occupation in the period 1937-1945 [2, 21] (Australia contributed to this Chinese Holocaust through exporting pig iron to  Japan as it was raping China, the Minister responsible and later PM, Robert Menzies, being called “Pig Iron Bob” on this account) [3, 21-23]. Hamilton does actually mention “the catastrophes of Mao’s Great Leap Forward  (1958-62) and the Cultural Revolution (1965-75)” (page 8 [1]) but sloppily detracts from his anti-Communist thesis by giving no estimate of the lives lost in the former.  It is estimated that 20-30 million died in famine associated with the Great Leap Forward in a China that was isolated in a very hostile world [2]. Updating related comments by Economics Nobel Laureate Amartya Sen about Chinese abolition of endemic poverty, one notes that today 20 million Indians die avoidably from deprivation every 5 years as compared to zero (0) Chinese  [2].

Mandarin-speaking former Australian Labor PM Kevin Rudd [my numerical addenda in squarer brackets] : “Mine is not a starry-eyed optimism. I have lived in China, travelled in China and studied China in one capacity or another for most of my life. Like all civilisations, it reflects an accumulation of historical experiences, perceptions and achievements. But China’s history does provide us with a reasonable basis for optimism. The China that I have studied over the decades is one that has not been in the business of invading other countries for more than 2,000 years. Nor has China sought to establish colonies around the world, even though its navigational skills and naval capabilities during the Ming Dynasty were considerably more advanced than those of countries in the west. China’s modern political consciousness has been badly seared by what the Chinese routinely and legitimately describe as a century of foreign humiliation, from the [British] opium wars [together with the Tai Ping rebellion, up to 100 million dead] to the end of the Japanese occupation [35 million Chinese killed, 1937-1945]. China in effect remained internationally isolated for the first half of its communist history, and only in the past three decades has it begun to engage systematically the world once again. China today seeks respect in the eyes of the world for the contributions of its ancient civilisation and modern economy. These are all historical truths that we in the west can work with” [24]. Former PM Rudd is not a starry-eyed Sinophile.  Thus WikiLeaks revealed that former PM Rudd had suggested war with China to Hillary Clinton if China did not play ball: “[Help integrate China] while also preparing to deploy force if everything goes wrong”  [25, 26], and that former Australian Ambassador to the US, Kim Beazley, promised that Australian forces would be involved in the event of a US war on China [27, 28]. In contrast, back in the 1950s PM Robert “Pig Iron Bob” Menzies had declared that Australia would have nothing to do with a US war on China over Taiwan [27] .

Chapter 3. Qiaowu and the Chinese diaspora. Clive Hamilton: “To mobilise the vast Chinese global diaspora, numbering over fifty million people, the CCP has develop a highly-sophisticated, multi-faceted plan, implemented by several well-resourced agencies targeting overseas Chinese, including  over one million residing in Australia” , such management being called “qiaowu” (page 25 [1]). Hamilton proceeds to detail this alleged “qiaowu” but in so doing unacceptably casts suspicion of disloyalty and treason on all Chinese in Australia, noting that as of 2018  there  are about 1.4 million Chinese Australians (5.6% of the Australian population of 25 million) [29] and about 200,000 Chinese overseas students in Australia [30].

Chinese have been in Australia for 2 centuries, the biggest boost coming during the gold rushes in the mid-19th century. However Chinese diligence inspired Sinophobia and anti-Chinese riots.  Discriminatory laws saw expulsion of Chinese.  After Federation of the Australian states in 1901, the notorious so-called White Australia policy was introduced that excluded non-Europeans from Australia in the period 1901-1974. The transformation of the Australian universities into an Education Export industry (currently worth A$28 billion annually) resulted in greatly increase Chinese immigration to Australia in recent decades. Chinese Australians suffered hostility and discrimination over the last 2 centuries, including 20th century exclusion from employment and from trade unions [1, 2, 22, 23, 31].

Given this history (largely ignored by Clive Hamilton),  it is not surprising that Chinese Australians  generally kept their heads down, worked hard and did not involve themselves in politics. Thus there are presently 76 Senators  and 150 members of the House of Representatives but there is presently only 1 Chinese-origin MP (leading Labor Senator Penny Wong  who is of  Malaysian Chinese origin) i.e.  0.44% of the total of 226 MPs, 13 times lower than the 5.6% Chinese Australian proportion of the Australian population. However Hamilton is unfazed by this history of extraordinarily  low Chinese participation in Australian politics and asserts: “The CCP’s [sic] aim is to persuade or induce overseas Chinese to owe allegiance to Beijing. As more Chinese-Australians enter politics (which in itself is to be welcomed), section 44 of the Australian constitution (the cause of so much parliamentary angst in 2017) will become increasingly germane. It renders ineligible for federal parliament anyone who owes “allegiance, obedience, or  adherence to a foreign power, or is a subject or a citizen or entitled to the rights or privileges of a subject or a citizen of a foreign power” (pages 38-39 [1]).

Hamilton’s  over-the-top speculation about CCP-suborned Chinese needs to be compared with the actuality of presently 6 fervently Zionist Jewish Australian   MPs (2.7% of MPs versus the 0.5% Jewish proportion of the Australian population) who may violate Section 44 of the Australian Constitution in relation to “allegiance, obedience, or  adherence to a foreign power” through fervent Zionism, and  in relation to being  “entitled to the rights or privileges of a subject or a citizen of a foreign power” through the racist Israeli Law of Return that offers Israeli citizenship to anyone with at least 1 Jewish grandparent. Indeed one of these 6  Jewish MPs, Treasurer Josh Frydenberg,  may a “citizen… of a foreign power” – like myself he is of Jewish Hungarian origin and has Hungarian as well as Australian citizenship by having a parent who has  Hungarian citizenship under present Hungarian law. Zionist-subverted Coalition Government and the Zionist-subverted Labor Opposition of course ignore these palpable realities [32, 33].

Former Palestinian Ambassador,  Ali Kazak: “There is nothing ASIO [Australian Security and Intelligence Organization] suggests any Chinese lobby of doing that the Israeli lobby has not been doing for over 30 years. Any Chinese lobby is child’s play in contrast to the well-established Israeli lobby. No country has more interfered, spied and endangered Australia’s security, sovereignty and the integrity of its national institutions than Israel and its powerful lobby. By their own admission, the lobby receives funds from Israeli institutions, coordinates and cooperates with the Israeli government and embassy, and has “established a long tradition of strong public advocacy on behalf of Israel” to shape the opinion of members of the Australian public, media organisations and government officials in order to advance [Apartheid] Israel’s own political objectives” [34].

Chapter 4. Dark money. Hamilton asserts a Chinese “web of influence that extends throughout politics” (page 56 [1]). No doubt China, like other countries, seeks to increase its influence in Australia. However Hamilton has not noticed that Australia as a former UK lackey, present US lackey and Zionist-subverted Lobbyocracy  and Corporatocracy is subject to enormous UK, US and Apartheid Israeli subversion that translates to vile and criminal actions and associations. Thus as a UK or US lackey Australians have invaded 85 countries [19, 20] and Australia is subject to massive subversion by the UK, US and Apartheid Israel  [12, 35-38]. Australia has been involved in all post-1950 US wars , atrocities that have been associated  with 40 million Asian deaths from violence or imposed deprivation [2].  Australia is presently intimately involved in  US nuclear terrorism through hosting US nuclear armed US warships and its joint Australian-US  electronic spying facility  at Pine Gap in Central Australia [39].  Pine Gap is also presently  involved in targeting war criminal  US drone attacks on 7 Muslim countries [8]. Further, Australia belongs to the “5-eyes” intelligence club and has recently legislated for massive meta-data acquisition (who speaks to whom) for all electronic communications. However the US shares Australian intelligence on all Australians with Apartheid Israel [7]. There is massive Zionist and Apartheid Israeli subversion and perversion of Australians and Australian institutions  [37].

Hamilton argues that cronyism and corruption is widespread in China  and is spreading overseas, citing  “Businessmen… offering gifts and picking up the tab for services like foot massage and brothels” (Page 61 [1]). This and numerous other claims in “Silent Invasion” can be damaging (thus I walk a lot but my feet became quite painful. I tried a no doubt quite respectable Chinese foot massage at a local shopping centre but was disturbed shortly thereafter  to read this Hamilton claim and accordingly went to a podiatrist instead).  This chapter attacks some very prominent Chinese Australian businessmen, their political donations and  their political connections. Among many other matters  Hamilton opines about the scandal in which leading Labor Party MP Sam Dastyari (a Muslim Iranian Australian) was hounded out of parliament for his Chinese connections. Hamilton opines that “The Sam Dastyari affair exposed the rot at the heart of Australian democracy” (page 85 [1]) but a more balanced opinion is that the Sam Dastyari affair illustrates hysterical China-bashing and Sinophobia in US lackey White Australia. It appears that  Australian Intelligence has leaked elements of a private conversation of a Chinese businessman with Iranian-born Senator Sam Dastyari to destroy this  star Labor Opposition senator’s  political career. [40].

Leading Australian security academic Professor Hugh White in criticizing the 2017 Australian Defence White Paper for assuming that the US will somehow resolve Australia’s  China-US dilemma, has commented thus on the implications of the Sam Dastyari affair (2017): “He was naïve … [China is] a power that is going to be more interested in influencing what happens in Australia than any we have encountered before and I do think that’s going to be a significant challenge.  On the other hand, I don’t think it is up to the Intelligence Agencies to make the decisions on that. And one of the slightly worrying things about the way the Sam Dastyari story has come out, there is to my mind a sense , if you look at the stories, that we might be seeing our Intelligence Agencies leaking information, either with authorization of the Government or not, about material they’re collecting in their intelligence collection operations,  and that’s a very worrying trend if it is happening” [41]

Chapter 5. “Beijing Bob”. Bob Carr is an astute and educated senior Australian politician, a student of American affairs, a former premier of New South Wales  and a former  Senator and Foreign Affairs Minister under the Gillard Labor Government.  However Bob Carr raised the implacable ire of the Zionist Lobby by humanely advocating Palestinian recognition and human rights, and has violated the craven “all the way with the USA” sine qua non of Australian politics by advocating sensible accommodation  with China.  Indeed such sensible accommodation has been argued by many leading Right-of-Centre Australian figures, most notably  former Australian Coalition PM Malcolm Fraser who described Australia’s anti-China and US lackey stance thus: “Slavish devotion to the US [is] a foreign policy folly for Australia” [27]. Hamilton derides Bob Carr for his stance of sensible accommodation with China. This chapter concludes with a powerful quote from Bob Carr correctly  observing that : “[Australia is] locked in [a] McCarthyist anti-China panic” (page 109 [1]).

Chapter 6. Trade, invest, control. Hamilton observes that “In Australia , exports of goods and services account for nineteen per cent of our GDP… Around a third of our exports go to China”. However Hamilton then declares that “If we are so vulnerable to [a China downturn] …isn’t the answer to look for ways of reducing our exposure,  rather  than accepting it as a fact of life?… And it’s the flood of Chinese capital into Australia that is the real threat to our sovereignty” (page 110 [1]).  Talk of killing the Goose that lays Golden Eggs! Hamilton proceeds to declare that “China plans to dominate the world, and has been using Australia and New Zealand as a testing round for it s tactics to assert its ascendancy in the West” (pages 115-116 [1]).

In 2017 Australian exports to China were A$102.2 billion, China exports to Australia A$64.5 billion and total trade was worth A$164.7 billion. In contrast, in 2017 Australian exports to the US were A$12.3 billion , US exports to Australia were A$31.3 billion and total trade was worth A$43.6 billion. As for investment, by 2017 Australian investment in China totalled A$77.1 billion and China investment  in Australia totalled A$65.0 billion. In contrast, by 2017 Australian investment in the US totalled A$664.5  billion and US investment  in Australia totalled A$896.9 billion. In short, total annual Australian trade with China is about 4 times greater than with the US, US investment in Australia  is 14 times greater than that of China, and Australian investment in the US is about 9 times greater than its  investment in China [12, 42].

Trade is ultimately about what  little people purchase but investment is what big, influential people do. Investment in Australia by mendacious, serial war criminal and genocidally racist America is presently 14 times greater than that of China and US influence in Australia is vastly greater that that of China. Indeed the US Murdoch media empire has 70% of Australian daily newspaper readership, the major parties are “all the way with the USA”, and  the US has enormous political  influence in Australia as adjudged  from the CIA-backed Coup that removed the Whitlam Labor Government in 1975, the US Ambassador’s  intervention in the 2004 elections in which Labor was defeated, the US approved, mining corporation-backed and pro-Zionist-led Coup that removed PM Kevin Rudd in 2010 [12], and Australian participation in all post-1950 US wars, atrocities that have been associated with 40 million Asian deaths from violence imposed deprivation [2]. Thinking the worst of the Chinese, as compared to the Americans they haven’t yet got to first base as far as subversion of Australia is concerned. .

No doubt China’s economic, cultural and political influence will  increase in Australia through trading,  investment, educational and diaspora links. Indeed this increase will find a further impetus as 1.4 million Chinese Australians find a much bigger voice in Australian  public life. However presently Australia remains a craven, Zionist-subverted,  US lackey with the slavish bipartisan adherence to the US Alliance being the sine qua non of Australian politics. From the time of the arrival of the American navy’s  Great White Fleet in 1908, a genocidally racist White Australia has looked to a genocidally racist White America for protection against the “Asian hordes”  [12]. Indeed former Labor leader Arthur Calwell (who actually spoke Mandarin) declared “ We will not let the yellow hordes contaminate our golden shoes” [3] and a large,  yellow abstract sculpture in the heart of Melbourne was immediately dubbed “the Yellow Peril” [43].

Chapter 7. Seduction and coercion. In this chapter Hamilton continues the selectively applied “conspiracy theory” theme of huge, covert Chinese subversion and perversion of Australia with successive sub-sections entitled “China’s fifth column in Australia” (e.g. “The fifth columnists include many of the most powerful corporate figures in the land” (page135 [1])), “China is our destiny” (e.g. “When a difference of view emerges, over the South China Sea, for instance, it is not uncommon for China’s citizens to berate Australia for our ingratitude” ) (page 136 [1])), China’s geoeconomics” (e.g. “China is not the only nation to use commercial pressure to achieve political and strategic ends. But today it is the most formidable” (page 144 [1]), and “Coercing Australia” (e.g. “Punishments could include penalising Australian exporters with bogus quarantine or health claims, arresting staff of Australian firms on false charges, refusing visas to business people, and launching cyber attacks by secret agencies or citizen hackers” (page 149 [1])).

Chapter 8. Spies old and new. In this chapter Hamilton asserts Chinese spying on ASIO (the Australian Security and Intelligence Organization), and the use of spies drawn from the 200,000 Chinese overseas students and 1.4 million Australians  of Chinese heritage in Australia. Hamilton writes in detail about  the Chinese telecommunications giant Huawei that the Australian Government has been actively excluding from major contracts in Australia and abroad on asserted security grounds. In a section on “Cyber theft” Hamilton declares that “Cyber theft is an enormous problem in Australia, as it is in every technologically advanced nation.  The Russians do it better but the Chinese do it more” (page 169 [1]). Extraordinarily,  Hamilton declares that “While theft of intellectual property has a long history in the United States and Australia, it is against the law for intelligence agencies to spy for companies, unlike in China” (page 169 [1]) – but, of course that does not stop them doing it! Thus the US ECHELON program arose out of the Anglosphere “5-eyes” spying in the 1960s to become part of US global mass surveillance and industrial espionage [44] as revealed by Edward Snowden. Indeed the Australian Government is presently prosecuting Witness  X ( a former agent for  the Australian Secret Intelligence Service, ASIS ) and his eminent lawyer over media revelations that the Australian Government spied on the Timor-Leste cabinet for the benefit of huge Australian commercial interests involved in lucrative exploitation of huge gas reserves between Australia and Timor-Leste. Under recent draconian legislation, any Australian journalist or other citizen reporting such criminality faces 10 years’ imprisonment [45].

Australia’s Coalition Government and Labor Opposition have passed  draconian  espionage and foreign influence legislation that is implicitly aimed squarely at China, a country that is Australia’s biggest trading partner and that denies such activity. However a US lackey Mainstream Australia utterly ignores the huge actuality of perversion and subversion of Australia by the US, UK and Apartheid Israel. Australia’s Coalition Government and Labor Opposition have passed  draconian  espionage and foreign influence legislation that is implicitly aimed squarely at China, a country that is Australia’s biggest trading partner and that denies such activity [35-38].

A very disturbing part of this chapter is Hamilton’s attack on Chinese PhD students and postdoctoral fellows in key areas as actual or potential spies for China.  The Gillard Labor Government with support from the Coalition passed Defence Trade Controls Act 2012  that makes it an offence punishable by 10 years in prison for an Australian academic scientist without an Australian Defence Force (ADF)- or Australian Public Service (APS)-supplied permit to inform non-Australians (e.g. by lectures, conference presentations, or publications) about thousands of chemical, biological or technological matters listed in a huge Defence Strategic Goods List. UK and US academics are exempt from corresponding laws  i.e. Australian law discriminates against Australians in cutting edge research and teaching, and is also threatens Australia’s  present A$28 billion per annum Education Export industry involving 754,000 overseas students [46]. This issue has re-surfaced recently with inexpert demands that restrictions be placed on Chinese involvement in world-leading quantum computing research in Australia versus expert opinion that such restrictions would cripple such world-leading research at its infancy.

Chapter 9. “Malicious insiders” and scientific organizations. In this chapter Hamilton continues the offensive theme of Chinese researchers in Australia as actual or potential agents of the People’s Republic of China (PRC): “The PRC openly declares that it regards all overseas Chinese, including those with foreign citizenship and even those born in other countries , as owing allegiance to the motherland” (page 178 [1]). One is reminded of article #6 of the definition of “anti-Semitism” produced by the International Holocaust Remembrance Association (IHRA) that has been adopted by most European countries and  reads: “(6) Accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations” [47].   Substituting   “Chinese” for “Jewish” and “China” for “Israel”  we get the corresponding statement re just-as-unacceptable Sinophobia:  Accusing Chinese citizens of being more loyal to China, or to the alleged priorities of Chinese worldwide, than to the interests of their own nations”. Now I hasten to add that as an anti-racist Jewish Australian I have considerable problems with the exclusivity,  exceptionalism and potential malignant exploitability of the IHRA definition,  not least because it ignores  anti-Arab anti-Semitism, ignores the WW2 European Holocaust (30 million Slavs, Jews and Gypsies killed by the Germans), ignores the WW2 Indian Holocaust (6-7 million Indians killed by the British with Australian complicity), ignores the ongoing Palestinian Genocide (2 .3 million Palestinian deaths from violence, 0.1 million, or from deprivation since the British invasion in WW1), ignores the WW2 Chinese Holocaust (35 million Chinese killed under the Japanese, 1937-1945), and ignores the horrendous genocidally racist crimes of US- and Australia-backed, nuclear terrorist, democracy-by-genocide  Apartheid Israel [47]. However this “Chinese” for “Jewish” and “China” for “Israel” substitution  exercise (that can be applied throughout “Silent Invasion”)  illustrates how  Clive Hamilton – undoubtedly a non-racist and  progressive humanitarian –  has been far from sufficiently careful and balanced in his use of language.  

Hamilton proceeds to detail Chinese involvement in human intelligence, professional societies, professional societies, CSIRO (Australia’s Commonwealth Scientific and Industrial Research Organization) , artificial intelligence and supercomputers. Ignored in this smearing by association is the horrendous actuality of huge UK, US and Israeli subversion of Australia [4-13, 22, 27, 35, 36].

Chapter 10. “Engineering souls” at Australian universities. In this chapter Hamilton writes that there is massive censorship and self-censorship of scholars in relation to China:  “Eminent Sinologist John Fitzgerald… [has] said “[China] is openly hostile to the idea of academic freedom” (page 194 [1]).   Under the heading “Thought management”, Hamilton writes  “[China] has, in Professor Fitzgerald’s words, “begun to export the style of interventionist academic policing it routinely practises at home” (page 195 [1]). China is a one-party state and perceives that it has to balance freedom with national security. In my view the  great challenge for China, in addition to climate change, is how to maximize individual freedom and academic freedom. I reiterate that decent humanity fervently hopes that China will resolve this key problem of human rights just as it has overcome entrenched poverty for about 1 billion people and the problem of national security with a violent and racist America devastating much of the Third World [2].

Of course there are major restrictions on “effective free speech” in US lackey, neoliberal  Australia.  Australians believe that they can say what they think in private without fear of repercussions, however they are subject to comprehensive meta-data acquisition by the Australian Government. The US  transmits raw intelligence on Australians to  Apartheid Israel [7]. Further, most Australians simply do not have “effective free speech” – the best they can do is to post a comment on a Mainstream media article that is buried in a comment thread and subject to rigorous website censorship. Although  jihadi psychopaths have only ever killed  2 Australians in Australia  since 1788, US-, Zionist- and Mainstream media-promoted  terror hysteria has resulted in draconian Australian anti-terrorism laws that provide for up to life imprisonment of reading, writing, supporting  or non-violently doing things the Australian Government  doesn’t like [48].

Despite his worthy advocacy of academic freedom, Clive Hamilton evidently feels that the US-inspired Defence Trade Controls Act 2012    (that restricts academic teaching, scholarly communication and research with draconian punishment for non-compliance)   is insufficient : “UTS’s [University of Technology Sydney’s] collaboration with the CETC [China Electronic Technology Group Corporation] is not funded by the ARC [Australian Research Council] . When I met with deputy vice-chancellors … they told me all of their research proposals, including those with CETC, comply with the Defence Trade Controls Act, which policies international collaborations on sensitive research topics. This suggests to me that the legislation no longer reflects the new technological and strategic circumstances. The defence department says its leaves it to universities to comply with the law, and the universities do so with apparent diligence. But the uncovering of a deep network of linkages with China’s top military researchers tell us the system is broken” (page 205 [1]).

Chapter 11. Culture wars. In this chapter Hamilton considers how Chinese investors deal with Australian predilections, prejudices, “values” and cultural norms and cultural icons. It is quite normal  for people to accommodate to the local customs in a foreign country. However in this chapter the age-old notion of  “when in Rome do as the Romans do” comes across as an imperialism by deceit.  The section called “Digital totalitarianism” is rather scary: “There’s a KFC in Beijing where a machine uses facial recognition technology to suggest what you might want to order… Jaywalking is only one small misdemeanour that will be logged by the “social credit system” being rolled out across China, described by one observer  as “the most ambitious attempt by any government in modern history to fuse technology with behavioural control” (page 249 [1]). However this is not uniquely Chinese. Thus there is a very high density of CCTV cameras that track the public activities of everyone in the UK and Cambridge University-based  Cambridge Analytica went on to exploit Facebook data in the 2016 US presidential election. In Australia the authorities   acquire all electronic meta-data on everyone i.e. data on who speaks to whom (but what they actually say can be subsequently obtained by Court order if deemed of interest and thence shared with the US and then via the US with Apartheid  Israel). Thanks to Edward Snowden we know that the US Government comprehensively  spies not only upon all its  own citizens but on everyone in the world. Indeed Hamilton admits “China is not the only nation to develop facial recognition for social regulation. It’s estimated that in the United States police departments have the faces of half the population logged on computers” (page 251 [1]).

Hamilton concludes this chapter with more assertion of supposed egregious and implied entrenched Chinese deceit: “Although the [“no exploitation”] Antarctic Treaty will serve the PRC’s interests for the next twenty to thirty years, it will seek to rewrite it when it comes up for review in 2048. By that point it will be fully prepared to begin extracting the minerals” (page 254 [1]). It is all a bit much – to paraphrase Queen Gertrude in Shakespeare’s play “Hamlet”:  “Hamilton doth protest too much”.

Chapter 12. Friends of China. Under the sub-title “The China club”, Hamilton commences this chapter thus: “ [Chinese] spies, plants, informants, sympathizers and agents of influence – in Australia, the PRC has them all. Of equal value to China are the experts, commentators and business executives who take a public stance that serves Beijing’s interests. We met some of them in Chapter 7’s description of the fifth column and we will meet more soon. But behind the scenes another potent forces has been operating that I have not yet mentioned: the China club” (page 255 [1]). We read on with bated breath… Hamilton declares: “Through this program of flattery and royal treatment, involving all-expenses trips to China and meetings with top leaders, some of our former prime ministers, foreign ministers and state premiers have been turned into “friends of China” (pages 257-258 [1]). Of course, this is exactly what the UK has been doing in Australia for 2 centuries, the US since WW2  and the Israelis for 70 years [4-13, 22, 27, 35, 36]. Indeed Zionist-subverted Australia is now second only to Trump America as a supporter of Apartheid Israel, and for listings of Australian politicians and journalists who have been invited to Apartheid  Israel see Middle East Reality Check’s “I’ve been to Israel too” [49].

Hamilton concludes thus: “We [White] Australians have never had to fight to protect our democracy – not really, despite Japanese military overreach and Cold War fears of infiltration. We have never had to resist the looming threat of a powerful authoritarian neighbour … None feel more passionately than those Chinese-Australians who came here to find freedom, to escape the grip of the Chinese Communist Party. When they hear prominent Australians argue that there’s not much difference between China’s political system and ours, or that our freedoms can be traded off for economic benefits, or that the CCP represents “Chinese values”, they feel sick to the stomach” (pages 274-275 [1]).  This overblown rhetoric implies that Australia is at greater risk now from totalitarian invasion than during WW2 – bunkum, noting that China has arguably only invaded 2 countries (and these neighbours to boot) in the last millennium as compared to Australia’s  invasion of 85 countries in 230 years [2, 3, 19, 20]. Further,  “democracy” ultimately means expression of the fundamental  wishes  of the people, and the deep desire of the people for peace, economic security, good health, good education, good education and survival of themselves and their loved ones has been met in One Party State China but delivery has been highly flawed  in ostensible “democracy” India where about 25% of the people live in dire and deadly poverty below the Indian poverty line  – thus annual avoidable deaths from deprivation total 4 million in kleptocracy,  plutocracy and corporatocracy India as compared to zero (0) for CCP-ruled China [2]. The per capita GDP is $8,643 for China as compared to a deadly $1,983 for “democracy” India [50]. Of course China needs to urgently address human rights issues and no doubt will find a better way,  but, in relation to India,  ostensible “freedom” is a poor substitute for decent food, shelter, education, dignity, governance, and health or indeed life itself.

Chapter 13. The price of freedom. Clive Hamilton reaches new rhetorical, indeed Churchillian,  heights in this last chapter: “The subservience and self-interest of our elites provide the primary explanation for why we believe we are so powerless to resist the PRC takeover of Australia… Forging stronger … links with the other Asian giant, India, a democratic nation whose values mostly overlap with ours, would not only help insulate Australia against PRC coercion but contribute to India’s emergence as a strategic counterweight to China… resisting the PRC’s influence in Australia is only one of many battles going on in a global war between democracy and the new totalitarianism…  Chinese-Australians who fear the creeping takeover of Australia by the PRC and watch in dismay as one independent  institution   after another falls under the sway of forces loyal to the Chinese Communist Party … Some are calling for an abandonment of the US alliance and an “independent” foreign policy , or even one aligned with Beijing. They can be found in the media, think tanks, universities, businesses, business lobbies, the public service and, of course, parliaments. In a conflict, many of these fifth columnists would be calling for “peaceful resolution” , no matter how aggressively China acted to precipitate the conflict”  (pages 277-280 [1]). Overblown bunkum that absurdly conflates economic success with “takeover” and polite and constructive  interactions with “fifth column” treason.

Hamilton concludes this book with an unpleasant and offensive question: “What proportion of the one million [actually 1.4 million] Chinese -Australians are loyal to Beijing first and what proportion are loyal to Australia first?” The dangerous offensiveness of this question becomes apparent if we apply the “Jewish test for xenophobia” (applicable to many statements in this book) with the paraphrasing: “What proportion of Jewish Australians  are loyal to Israel first and what proportion are loyal to Australia first?” Hamilton gives an estimate of “Around twenty to thirty percent [of Chinese Australians] who are loyal to Australia first. Few of them are willing to speak out because they fear retribution” (pages 280-281 [1]).   This singling out of Chinese Australians is unfair, unwise, unhelpful, offensive and dangerous.

Chinese Australian Jason Li has made the following powerful critique of comments by former Australian PM John Howard about Chinese-Australians that are very much applicable to Clive Hamilton’s “Silent Invasion”: “ In his latest contribution to Australian multiculturalism, John Howard told a conference in London on the Five Eyes intelligence network that despite being “terrific citizens”, Chinese Australians were being used by China “to further her new power and her own interests”. In one breath, he managed to imply that every one of the 1 million or so Australians of Chinese heritage living in Australia, from Kylie Kwong to Lee Lin Chin, were patsies for the China Communist Party. These remarks are unhelpful and dangerous. Covert foreign interference from any foreign power must be resisted, but it is deeply problematic to attribute guilt by association to a large, important, diverse group of Australians. Like much other commentary, John Howard’s comments fail to appreciate the complexity and diversity of the Australian Chinese community and the diaspora, just as it fails to genuinely respect the contributions and sacrifices Chinese Australians have made and continue make, to the building of our nation… What needs to be done? First, we must be razor sharp in our language. When we mean the CCP or the PRC, let’s explicitly say that rather than just using the term “Chinese”. Second, we must be confident in the values we seek to defend. In the imperative to resist covert influence operations for any foreign power, let’s not give in to populism, panic and suspicious overreach. These are from the playbook of authoritarian regimes, not confident liberal democracies. While strengthening our ability to deal with foreign influence, let’s believe in the strength and resilience of our institutions. Lastly, in our efforts to fight foreign influence, let’s not disenfranchise Chinese Australians but rather empower them in Australia’s national interest. Chinese Australians want to have an influential voice in Australian politics and leadership because we are Australians, not because we are Chinese” [51].

After canvassing views, Hamilton asserts “ They all agreed that a large majority of the [Chinese] community supports Beijing’s assertion of Chinese sovereignty in the South China Sea. And almost all Han Chinese believe Tibet and Taiwan belong to China” (page 281 [1]). One notes that the South China Sea is called such because it is off the coast of South China and not off the coast of California. Further, the South China Sea reefs are uninhabited,  unlike the Occupied Palestinian Territories and Palestine that US- and Australia-backed Apartheid Israel has been progressively ethnically  cleansing (2.3 million Palestinian deaths from violence, 0.1 million, or from imposed deprivation since British invasion in WW1) ) [52], the  swathe of  20 Muslim countries that the US Alliance  with various Australian participation has been variously devastating  this century (32 million Muslim deaths from violence, 5 million, or deprivation, 27 million, since the US Government’s 9-11 false flag atrocity) [10, 11], or the 7 Muslim countries that the US is presently devastating with drone strikes targeted by Australia’s Pine Gap facility [8]. Tibet became part of China under the Yuan Dynasty in the 13th – 14th centuries, at about the same time as England was invading Scotland, Wales, and Ireland [2].   Taiwan has been part of China since it was annexed in 1683 by the Qing Dynasty, but was effectively separated from China after WW2 by nuclear terrorist America [2].  Indeed, to quote Clive Hamilton,  “almost all Han Chinese believe Tibet and Taiwan belong to China” just as most Britishers believe that Scotland, Wales and Northern Ireland belong to the United Kingdom.

Hamilton concludes with the following hyperbolic assertions: “Some of the China experts I have spoken to believe it is too late [to save Australia]… Our naivety and our complacency are Beijing’s strongest assets. Boy Scouts against [Mafia boss] Don Corleone. But once Australians of all ethnic backgrounds understand the danger, we can begin to protect our freedoms from the new totalitarianism” (page 281 [1]). Rubbish. For sure China is economically powerful and like any other country seeks to further its interests and influence. Further, Australia is an ostensible democracy that has become, like other Western democracies, a Kleptocracy, Plutocracy, Murdochracy, Lobbyocracy, Corporatocracy and Dollarocracy in which Big Money purchases people,  parties, policies,  public perception of reality, votes,  more political power and hence more private profit. Presently US investment in Australia  is 14 times greater than that of China, and Australia’s Mainstream  politicians,  military, academics, media and intelligence are in craven lock-step with a serial war criminal America that subverts all countries, has about 700-800 military  bases outside the US (as compared to China’s  solitary overseas base in Djibouti) [53-55] and has invaded some 72 countries (as compared to China only 2 [20, 56]).

Final comments.  

Clive Hamilton’s book “Silent invasion. China’s influence in Australia” is simply not able to substantiate its inflammatory assertion that “it is too late to save” Australia from Chinese totalitarianism. It is a great pity that this otherwise excellent academic writer chose to write “Silent Invasion” in such an inflammatory and hyperbolic fashion. The subject of Chinese influence in Australia is indeed worthy of study because of the massive subversion of Australia by the serial invader, serial war criminal and nuclear terrorist states of the UK, US and Apartheid Israel [4-13, 22, 27, 35, 36], continuing, dangerous subversion that is utterly ignored by “Silent Invasion”.

“Silent Invasion” also ignores the difficult history of Chinese in Australia involving anti-Chinese riots on the 19th century goldfields, deportations of Chinese, the 1901-1974 White Australia Policy,  exclusion of Chinese from employment, exclusion from   trade unions, and  national paranoia about the so-called “Yellow Peril” and the “Red Menace” that is illustrated by the horrible opinions of 1950s Labor leader Arthur Calwell e.g. “Too Wongs don’t make a White” and  “We will not let the yellow hordes contaminate our golden shores”. This Sinophobia in Australian public life was kicked off after the 1901 Federation of the Australian States by Australia’s first PM, Edmund Barton, who declared “The doctrine of the equality of man was never intended to apply to the equality if the Englishman and the Chinaman” [3].  As with anti-Arab anti-Semitism, anti-Jewish anti-Semitism and anti-non-White racism, Sinophobia is made worse in the context of awful historical racist persecution.

Indeed it is that long and continuing history of Australian Sinophobia and China-bashing that has contributed to Chinese Australians typically avoiding politics, avoiding  public life and concentrating on working hard for their families. For all that the leader of the racist, bigoted, ignorant, populist and extreme right-wing One Nation Party, Pauline Hanson, declared  in her maiden speech to Federal Parliament (1995) that “We are being swamped by Asians”, Australia has benefited enormously  in business and the professions from Asian immigrants, notably from Vietnam, China and India. This enormous benefit is made readily evident in  a search for a restaurant or a visit to a specialist  medical  centre  or hospital. It is most unfortunate that “Silent Invasion” will almost certainly by exploited by ignorant  and racist Sinophobes and xenophobes to the detriment of  multicultural Australia.

The key issues not properly explored in this book are (1) Australia’s continuing and craven military and political association with a racist, serial invader, serial war criminal and nuclear terrorist United States as well its allies  the UK and Apartheid Israel (the US alliance is fervently supported by Clive Hamilton) and (2) human rights, academic freedom and freedom speech in China in the context of a one-party state (a proper concern of Clive Hamilton).  Many progressive Australians from Left to Right would like Australia to start distancing itself from a violent,  racist and serial war criminal  America, but Hamilton dismisses them as “fifth columnists”. Human rights is a vital issue and one hopes that China will make great progress in this area as it has in economics, health , education and good governance. Of course, as that wonderful Palestinian humanitarian Jesus observed: “He who is without sin cast the first stone” (John 8.7 [57] and Australia has a continuing and  appalling human rights record in relation to Indigenous Australians, refugees and devastation of other countries as a US ally. One genuinely hopes that polite and constructive international engagement with China will result in improvements in human rights.

Completely missing  from “Silent Invasion” is how China is dealing with the 3 key threats to humanity, namely (1) nuclear weapons (that can wipe out most of Humanity at any time), poverty (that kills 16 million people each year) and man-made climate change (that if not requisitely  addressed may kill 10 billion people this century)[56]. China reactively  acquired nuclear weapons for self-defence and declares that it will never use nuclear weapons first. One hopes that a nuclear weapons ban can eventually see de-nuclearization of the present 9 nuclear weapons states, namely the US (7,315 warheads), Russia (8,000), Apartheid Israel (400), France (300), UK (250), China (250), Pakistan (120), India (100), and North Korea (circa 10) [39]. China has made the remarkable achievement of abolishing avoidable mortality from deprivation for 1.4 billion people [2]. China also leads the world in population control and uptake of renewable energy that are crucial for stopping and thence reversing man-made climate change.

Indeed the success of China in tackling climate change raises the serious issue of the China’s altruistic,  one-party state model (that has led to China  being described as the world’s first welfare state super-power) versus Western-style democracy (that is great for personal freedom but subject to huge inequity, crippling short-termism and corporatist perversion) . Thus eminent climate scholar Professor Jorgen Randers (2012): “I am a climate pessimist. I believe (regrettably) that humanity will not meet the climate challenge with sufficient strength to save our grandchildren from living in a climate-damaged world. Humanity (regrettably) will not make what sacrifice is necessary today in order to ensure a better life for our ancestors forty years hence. The reason is that we are narrowly focused on maximum well-being in the short term. This short-termism is reflected in the systems of governance that we have chosen to dominate our lives: Both democracy and capitalism place more emphasis on costs today than on benefits forty years in the future…  Otherwise, I predict, it will be the Chinese who solve the global climate challenge – singlehandedly. Through a sequence of 5-year plans established with a clear long term vision, and executed without asking regular support from the Chinese. They are already well on the way, for the benefit of our grandchildren” [58]. Chinese top-down climate emergency action versus Western democratic climate inaction is an existentially  serious issue for sensible and polite discussion.
