Terracidal But Ignored Carbon Debt From Gas Exploitation By The World & Climate Criminal Australia

In Humanity’s present slow-motion suicide the World resolutely ignores the immense and ever-increasing Carbon Debt due to fossil fuel exploitation. In particular the inescapable  Carbon Debt from gas exploitation alone is increasing annually by $3.0 trillion for the World and by $118 billion for climate criminal Australia, or by about 3.1% and 7.6%, respectively, of the GDP of $96.5 trillion and $1.55 trillion for the World and Australia, respectively.

If they only knew, the  young would be unquenchably angered by this horrendous  annual increase in an inescapable Carbon Debt that they will have to pay. While conventional debt can be evaded by default, bankruptcy, running away or printing money, Carbon Debt is inescapable – thus, for example and  as understood by Bengalis in particular, cities, towns, villages and arable land will be inundated unless sea walls are built in response to global warming, increasing sea levels and increased ferocity of storms and storm surges [1-5].

If they only knew, the bottom 99% of Humanity would be unquenchably angered by the reality that this horrendous annual Carbon Debt  is run up for the benefit of the One Percenters who run the world. According to Oxfam: “The richest 1% hold 45.6% of global wealth, while the poorest half of the world have just 0.75%” [6] i.e. in round figures  the top 1% of the world have about 50% of the world’s wealth whereas the bottom 50%  have about 1% of the world’s wealth. Further, the disproportionate acquisition of wealth by the One Percenters continues at an ever increasing rate [6].

Civilized visitors fantastically from another world – or increasingly conceivably from our own as brilliantly advanced, beautiful, sentient and non-biological Artificial Intelligences (AIs) –  would be amazed  at this slow-motion collective suicide of Earthlings.

Notwithstanding the extremely likely US explosive sabotage of the 2 Nord Stream gas pipelines in the Baltic Sea [7], and despite an urgent and despairing warning from the World Meteorological Organization (WMO)  for the World to urgently curb fossil fuel  exploitation [5, 8], global gas exploitation continues at a near-record high rate [9, 10]. One of the world’s greatest minds, Stephen Hawking, has declared: “We see great peril if governments and societies do not take action now to render nuclear weapons obsolete and to prevent further climate change” [1, 11] but the US is having a dangerously warming Cold War with both  Russia and China and the world ignores the worsening climate crisis [1, 12].

The Carbon Debt from this terracidal (Earth-killing) gas exploitation profligacy for the  World and for leading climate criminal nation Australia is succinctly set out below.

 (1). The World illustrates Polya’s  Second Law of Economics by ignoring the damage-related Carbon Price and the horrendously increasing  and inescapable Carbon Debt.

Our  greedily neoliberal World  resolutely ignores the damage-related Carbon Price, and the actual cost of carbon pollution that is measured by Carbon Debt, the long-term cost of repairing the damage . However some eminent science-informed people think otherwise.

Thus science-trained Pope Francis has correctly opined: “Yet only when the economic and social costs of using up shared environmental resources are recognized with transparency and fully borne by those who incur them, not by other peoples or future generations, can those actions be considered ethical” [12-16].

Eminent UK economist Lord Nicholas Stern has described the massive deceit over these economic “externalities” thus: “The problem of climate change involves a fundamental failure of markets: those who damage others by emitting greenhouse gases generally do not pay. Climate change is a result of the greatest market failure the world has seen. The evidence on the seriousness of the risks from inaction or delayed action is now overwhelming. We risk damages on a scale larger than the two world wars of the last century. The problem is global and the response must be a collaboration on a global scale” [17].

The International Monetary Fund (IMF) has exposed the massive deceit of the neoliberal denialists in stating that while a damage-related Carbon Tax of US$75 per ton CO2 would be an effective way of addressing the climate threat, the present global average applied Carbon Price is only $2 per ton CO2,  a tiny fraction of what is needed for keeping below the plus  2°C catastrophe [18, 19].

Climate economist Dr Chris Hope (Cambridge University) and leading climate scientist  Professor James Hansen (of NASA and Columbia University) have independently estimated a damage-related Carbon Price of about $200 per tonne CO2-equivalent [20-23]. CO2-equivalent measures total atmospheric greenhouse gases (GHGs) (excluding water) in terms of the equivalent amount of CO2 (see my book “Climate Crisis, Climate Genocide & Solutions” [1]).

The extraordinary failure of the World to adopt a proper damage-related Carbon Price of $200 per tonne CO2 and its appalling settling for a mere $2 per tonne CO2 can be illustrated very simply. I explained it thus to  my smart grandchildren at a Chinese restaurant: the owner brings us a bill for $200 but we say that we will only pay $2.

Some years ago as a biochemist I posited Polya’s 3 Laws of Economics based on the fundamental  3 Laws of Thermodynamics fundamental to chemistry and physics, to whit: (1) the energy of closed system is constant, (2) the entropy (disorder, lack of information content) inexorably increases, and (3) zero entropy and zero molecular mobility at absolute zero temperature. Polya’s 3 Laws of Economics state: (1) Price minus Cost of Production (COP) equals Profit, (2) there is maximal deception about the COP, and (3) no production, profit or life on a dead planet [24]. The World is disastrously observing Law #2 by resolute deception about the true Cost of Production that in a Carbon Economy must  necessarily include the damage-related  Carbon Price and the consequent Carbon Debt.

(2). The warming  contribution due to circa 2.6% methane leakage is roughly the same as that from burning the  remaining gas – using gas can be dirtier GHG-wise  than burning coal.

Methane (CH4) is a gas, is 85% of natural gas, leaks, and has a Global Warming Potential (GWP) 105 times that of the same mass of CO2 on a 20 year time frame and with aerosol impacts considered [25]. One can readily calculate with first year high school maths (and assuming natural gas to be 100% CH4 or CH4 equivalent) that on this basis a systemic gas leakage of 2.6% would contribute  as much global warming greenhouse gas (GHG) pollution as generating the GHG CO2 by burning the remaining  97.4% of the gas. Systemic gas leakage in the US is about 3% and can be much greater at sites of gas extraction [1, 26-29].

Accordingly, for simplicity in assessing the annual increase of Carbon Debt by the World and by Australia,  as set below we can reasonably assume a 20 year time frame, 2.6% systemic gas leakage, that 100% of the gas is CH4 or CH4 equivalent , and that the gas has a Global Warming Potential (GWP) 105 times that of the same mass of CO2. Assuming this means for the purposes of ready computation that the total  GHG effect from burning gas is  roughly  2 times the GHG effect from burning all the gas and generating  the GHG CO2.

(3). Gas contribution to the annual increase of the Carbon Debt of the World.

According to the International Energy Agency (IEA) in 2021 GHG pollution from gas totalled 7.5 billion tonnes: “Global energy-related carbon dioxide emissions rose by 6% in 2021 to 36.3 billion tonnes, their highest ever level, as the world economy rebounded strongly from the Covid-19 crisis and relied heavily on coal to power that growth, according to new IEA analysis released today… Coal accounted for over 40% of the overall growth in global CO2 emissions in 2021, reaching an all-time high of 15.3 billion tonnes. CO2 emissions from natural gas rebounded well above their 2019 levels to 7.5 billion tonnes. At 10.7 billion tonnes, CO2 emissions from oil remained significantly below pre-pandemic levels because of the limited recovery in global transport activity in 2021, mainly in the aviation sector” [30].

Accordingly GHG-wise (20 year time frame, 2.6% gas leakage etc) total GHG pollution =  2 x 7.5 billion tonnes  CO2  = 15.0 billion tonnes CO2-equivalent.

At a Carbon Price of $200 per tonne CO2-equivalent the Carbon Debt from gas = $200 per tonne CO2 x 15.0 billion tonnes CO2-equivalent = $3,000 billion = $3.0 trillion, of which $1.5 trillion was due to CH4 leakage.

Taking land use and other factors  into account World Bank analysts re-assessed annual GHG pollution thus (2009): “When uncounted tons are added to the global inventory of atmospheric GHGs, that inventory rises from 41,755 million tons to 63,803 million ton [57.9 billion tonnes]” [31].

Accordingly the total annual Carbon Debt (ignoring annual increases over the last dozen years) = 57.9 billion tonne CO2  x $200/tonne CO2 = $11,580 billion = $11.6 trillion.

The annual Carbon Debt from gas is thus $3.0 trillion x 100/ $11.6 trillion = 25.9% of the Carbon Debt from total annual GHG pollution.

The world GDP (nominal) in 2021 was $96.5 trillion [32]. The annual Carbon Debt from gas is thus $3.0 trillion x 100/ $96.5 trillion = 3.1% of the world GDP.

In summary, for the World the annual Carbon Debt from gas of $3.0 trillion is 25.9% of the total annual Carbon Debt of $11.6 trillion, and is 3.1% of the world GDP of $96.5 trillion. The World’s total annual Carbon Debt is $11.6 trillion x 100)/ $96.5 trillion = 12.0% of global GDP.

(4). Gas contribution to the annual increase of Carbon Debt by climate criminal Australia.

We can now apply this information to Australian gas exports that totalled 81.4 million metric tonnes (Mt) of LNG (Liquid Natural Gas) in 2022 [33]. Professor Samantha Hepburn (resources and environment law expert) has cogently commented thus on energy aspects of the appalling pro-fossil fuels Labor Budget: “In 2022, Australia exported a record 81.4 million metric tonnes of LNG, earning the industry $92.8 billion (when expected revenue was $44 billion). If all of these windfall benefits were taxed, the revenue could be used to completely rewire the nation and accelerate the shift to a clean energy future. This has not happened and the weak reform proposals by Labor do little more than scratch the surface… Labor’s proposed changes are too modest and are only expected to net the government about $2.4 billion over the next four years. The proposed tax scheme will cap deductions to limit the proportion of PRRT [Petroleum Resource Rent Tax] assessable income that can be offset by deductions to 90%. It will also mean that producers will start paying petroleum resource rent tax immediately rather than in 2030 as is the current expectation” [33].

According to the Australian Government agency Geoscience Australia “In 2019–20 about 74 per cent of Australian produced natural gas was exported as LNG” [34]. From this we can estimate that total Australian  gas production  in 2022 was 81.4 Mt/0.74 = 110.0 Mt gas.

Assuming (i)  a gas leakage of 2.6%, (ii) a damage-related Carbon Price of US$200 per tonne CO2-equivalent, (iii)  a Global Warming Potential (GWP) for  CH4 relative to the same mass of CO2 of 105, (iv) that the gas is all CH4 (or CH4 equivalent), and (v) that burning 1 tonne of CH4  yields  44/16 = 2.75 t CO2 (CH4 and CO2 having molecular weights of 16 and 44 atomic mass units, respectively), then the GHG pollution  in CO2-equivalent from the leaked gas and from burning the remaining gas = 2 x 0.974 x 110.0 Mt CH4 x 2.75 Mt CO2/ Mt CH4 =  589.3 Mt CO2-equivalent.

Accordingly the damage-related Carbon Debt from extracting and eventually burning 110.0 Mt CH4 in 2022 would be 589.3 Mt CO2-equivalent x $200 per  tonne CO2-equivalent = $117,680 million = US$117.680  billion = A$175.6 billion of which A$130.0 billion was due to Australian gas exports.

Yet the climate criminal Australian Labor Government in its recent 2023 Budget announcement made a big song and dance about intending over the next 4 years to extract only A$0.6 billion per year from the highly polluting gas export industry [35] or a mere  A$0.6 billion x 100/ A$130.0 billion = 0.5% of the annual damage-related cost of the LNG exports.

Again, as with the  paltry global annual Carbon Price of $2 per tonne CO2 instead of the $200 required (see part #1 above), one is reduced to a simple analogy that schoolchildren (if not neoliberal and mendacious Australian politicians) can readily understand: the Australian Government causes $1 million in damage to your property but makes a big song and dance over compensating you with a mere $5,000.

On a per capita  basis climate criminal Australia is one of the worst GHG polluters in the world and the 2022 Climate Change Performance Index (CCPI) ranked climate criminal Australia worst in the world for climate policy out of 64 polluting countries. Climate criminal Australia was ranked Very Low for performance in 4 key areas, and was the only country to score zero (0) on Climate Policy. In terms of population, “GDP per capita” and “tonnes CO2-equivalent GHG pollution per person per year” we can compare China (1,400 million, $11,800 and 7.4), India (1,390 million, $2,190, and 2.1) and Australia (26 million, $63,000 and 53 or 116 with its exports included). Until the election of the present Labor Government in May 2022 Australia totally rejected any Price on Carbon (in actuality a damage-related and inescapable $200 per tonne CO2-equivalent but with a present global applied average of only $2). Australia is among world leaders in 16 areas of climate criminality. Australia has 0.33% of the world’s population but through  its Domestic and Exported GHG pollution is responsible  for 5.4% of the World’s GHG pollution. The present Australian Labor Government proclaims a policy of “zero net emissions by 2050” but is fervently committed to coal, gas and iron ore exports, and is  also committed to over 100 new coal and gas projects while advancing a dodgy but supposedly climate change-tackling “Safeguards Mechanism”. Thus Australia Institute  analyst  Mark Ogge (March 2023): “Analysis of the 116 new fossil fuel projects in the Federal Government’s Major Project list reveals they would add 4.8 billion tonnes of emissions to the atmosphere by 2030. And far from being negated by the Safeguard Mechanism this increase in greenhouse gas would be 24 times greater than the proposed 205 million tonne reduction in emissions the Safeguard Mechanism aims to achieve. Far from moving away from coal and gas, the 116 new fossil fuel projects on the Federal Government’s Resources and Energy Major Projects (REMP) list are actually two more than last year… Of the total 4.8 billion tonnes CO2-e, the Safeguard Mechanism would apply to just 344 million tonnes that would be emitted in Australia” [38].

The Australian GDP in 2021 was $1,553 billion in USD  (A$2,318 billion). The annual increase in Australia’s gas Carbon Debt of $117.7 billion was accordingly $117.7 billion  x 100/ $1,553 billion  = 7.6% of Australia’s GDP.

To put Australia’s  huge annual increase in Carbon Debt for gas alone  (7.6% of Australia’s GDP) into context, Australian Government spending was 26.8% of GDP in the 2021-22 fiscal year. Australian Government gross debt is 38.6% of GDP.

Australia’s annual Domestic plus Exported GHG of 3.32 billion tonnes CO2-equivalent (2019) [36] corresponds to an annual increase  in total Carbon Debt of 3.32 billion tonnes CO2-equivalent  x $200 per tonne CO2-equivalent  = $664 billion or $664 billion x 100/ $1,553 billion = 42.8% of GDP.

In summary, the annual increase in Australia’s Carbon Debt from gas of $117.7 billion is  $117.7 billion x 100/ $664 billion = 17.7% of Australia’s total annual Carbon Debt of $664 billion, and is 7.6% of Australia’s GDP of $1,553 billion. Australia’s annual Carbon Debt is 42.8% of GDP.

Final comments and conclusions.

The inescapable Carbon Debt of the World is about $200-250 trillion and is increasing at about $12 trillion each year [22]. For climate criminal Australia the total Carbon Debt is $5 trillion and is increasing annually at about $0.664 trillion  [23, 36].

Proper accounting for Carbon Debt due to gas exploitation reveals that for the World the annual Carbon Debt from gas of $3.0 trillion is 25.9% of the total annual Carbon Debt of $11.6 trillion,  and is 3.1% of the World GDP of $96.5 trillion.

For climate criminal Australia the annual increase in Australia’s Carbon Debt from gas of $117.7 billion is  17.7% of Australia’s total annual Carbon Debt of $664 billion and is 7.6% of Australia’s GDP of $1,553 billion.

The disproportionate climate criminality of Australia (that is among world leaders in exporting GHG pollution) is revealed by the following key statistics: total  annual Carbon Debt as a percentage of GDP is 12.0% for the World but 42.8% for Australia.

Most Australians welcomed the defeat by Labor of the mendacious, corrupt, incompetent, climate criminal, and racist Australian Coalition Government in the 21 May 2022 elections. However the Australian Albanese Labor Government, while vastly better than its awful predecessor, is egregiously neoliberal, cowardly, pro-Zionist, pro-Apartheid, US-beholden and pro-fossil fuels, and has so far failed on nuclear weapons, poverty and climate change that are the 3 key existential threats to Humanity [1, 5, 9, 11, 12, 39-49].

In short,  the endlessly deceptive, spin-driven, mendacious, climate criminal, neoliberal, nuclear terrorism-complicit  and US lackey Australian Labor Government (a) has refused to sign and ratify the crucial Treaty on the Prohibition of Nuclear Weapons (TPNW) despite this being Labor Party policy, and hugely expanded military links with the nuclear terrorist UK and US through the AUKUS (Australia, UK and US ) Alliance, including hosting potentially or actually nuclear-armed B52 bombers and US warships, and a $247 billion plus commitment to get 8 US and UK nuclear-powered submarines [39, 44, 45, 50, 51];  (b) has committed to $170 billion in tax cuts to the rich despite widespread poverty, economic stringency and homelessness in one of the world’s richest countries [49]; and (c) has committed to massive coal, gas and iron ore exports and to over 100 new coal and gas projects (the International Energy Agency (IEA), the United Nations, the Intergovernmental Panel on Climate Change (IPCC) and scientists globally have called for an end to new fossil fuel development as fossil fuels are the key driver of the climate emergency) [40, 41, 43, 46]).

The World is badly running out of time to act in a worsening climate crisis. The approaching latest El Nino event will mean highly likely exceedance of the Paris target of plus 1.5C in 1 of the next 5 years [5]. No decrease in record GHG pollution and  gas, oil, coal, cattle, cement, steel and iron ore production means that a catastrophic plus 2C temperature rise is now effectively inevitable [1, 9, 39].

What can decent people do? Decent people are obliged to do everything they can to make the future “less bad” for our children, grandchildren and future generations [1]. Decent people must (a) inform everyone they can (the mendacious and climate criminal Mainstream media presstitutes certainly won’t), and (b) urge and apply Boycotts, Divestment and Sanctions (BDS) against all people, politicians, parties, collectives, corporations and countries disproportionately involved in climate criminality. The core ethos of Humanity is Kindness and Truth but the presently dominant climate criminals have supplanted this with Terracide and Mendacity. In Australia’s  excellent compulsory and preferential voting system decent informed voters will simply be unable to vote 1 for either the mendacious and climate criminal  Australian Labor Government or the even worse Coalition (COALition) Opposition – they will vote 1 Green or Socialist, put the Coalition last and Labor second last.
