Submission To Australian National  Anti-Corruption Commission: Corporations & Governments Ignore  Huge Carbon Debt

Australia is among world-leading climate criminal countries in many areas. Corporations, governments and Mainstream media conspire to fraudulently ignore Australia’s huge and inescapable Carbon Debt that totals about $5 trillion and is increasing at up to about $0.7 trillion each year. This is appalling intergenerational injustice because this ever-increasing and inescapable Carbon Debt will have to be paid by our children, grandchildren and  future generations.

This Submission to the Australian National Anti-Corruption Commission (NACC) is concerned with gigantic Carbon Debt from non-application of a damage-related Carbon Price applied to Greenhouse Gas (GHG) pollution, and is arguably the biggest fraud in Australian history after “terra nullius” (the notion that a continent inhabited by 350-700 Indigenous nations was empty until the British invaded in 1788). It involves the 2 major Parties, the Australian Labor Party (presently in government Federally) and the Liberal Party-National Party Coalition (presently in Opposition), and major fossil fuel corporations (with substantial foreign ownership), and has been made possible by variously cowardly, dishonest and corrupt lying by omission and commission by Mainstream media (heavily foreign owned) including the Australian Broadcasting Corporation  (the ABC, Australia’s equivalent of the publicly funded UK BBC) and by the political, corporate and academic commentariat.

Corruption is defined as dishonest or fraudulent conduct by those in power, typically involving bribery. Australian National Criminal Lawyer (NCL): “What is Fraud/Obtain benefit by Deception? A person who, by deception, dishonestly obtains property belonging to someone else, or obtains a financial advantage or causes a financial disadvantage, is guilty of fraud. Section 192E of the Crimes Act 1900 (NSW) covers the majority of conduct falling under the general umbrella of “fraud” [1].

Mainstream Australian lying by omission and commission over Carbon Price and Carbon Debt cannot be simply dismissed as “politics”, “corporate image promotion ” or  the “bipartisan policy” of democratically-elected politicians. It involves (a) corrupt seizure, violation and despoilation  of  “property belonging to someone else” (the terracidal GHG pollution and warming of the one common atmosphere and ocean of all Humanity), (b) corrupt obtaining of “financial advantage” (by Carbon Debt-ignoring corporations and corporate-backed politicians selfishly and profitably committed to disastrous “political short termism” and effective climate change ignoring), and (c) corrupt causing of “financial disadvantage”  (to all of Humanity and  future generations who will ultimately have to pay  the inescapable Carbon Debt through implementing  life-saving measures from air coolers to prevent heat stress deaths to giant sea walls to protect cities, ever-diminishing arable land and indeed whole countries from inundation).

With this overview one can consider key aspects of this corrupt, fraudulent, huge and deadly ignoring in Australia.

(1). To avoid Climate Genocide polluters should fully pay Carbon Debt with  a fully applied, damage-related  Carbon Price (in USD below unless noted otherwise).

As far as I am aware Emma Alberici is the only ABC or Mainstream Australian journalist to have reported on a fully applied Carbon Price, this happening in an interview with climate economist Dr Chris Hope (University of Cambridge) who stated (2013): “What you want to do is use the polluter-pays principle, make sure that anybody who is emitting pollution pays for the damage that that pollution is causing. And the best estimate that we have for the damage that’s being caused by carbon dioxide emissions is about $100 worth of damage for every tonne of carbon dioxide that goes into the atmosphere. That’s the carbon price you should be setting and it should be set ideally as a carbon tax which is charged on every tonne of emissions and increases over time” [2-5].  Dr Hope has argued for a damage-related Carbon Price of  about $200 per tonne of CO2 (carbon dioxide) based on the cost of removing CO2 from the atmosphere [4], and Professor  James Hanson (Columbia University) has also estimated $200 per tonne of CO2 based on the cost of removing CO2 from the atmosphere [6].  Outstanding Australian ABC journalist Emma Alberici impressed through her research and polite determination  to elicit honest answers from typically dishonest and evasive Australian politicians. She went too far for Mainstream media and political presstitutes by revealing that that only one in five large companies pays Australian tax [7] and for opposing tax cuts for the rich [8], such tax cuts  also being opposed by Nobel Laureate and Sydney Peace Prize awardee Professor Joseph Stiglitz [9, 10]. The Coalition Government demanded her sacking but the ABC managing  director, Michelle Guthrie,  did not do so and was herself sacked by the ABC Board [11, 12]. Emma Alberici, an outstanding Australian journalist,  was made redundant by the ABC in 2020 [13].

The International Monetary Fund (IMF) has suggested a Carbon Price rising to $75 per ton CO2 as an effective way of meeting the Climate Crisis, and has estimated that implementation would save 4 million lives by 2030. However the neoliberal, greedy and effective climate change denialist through inaction Australian Coalition Government simply responded  “No”.  The International Monetary Fund (IMF) has exposed the massive deceit of the neoliberal denialists in stating that while a damage-related Carbon Tax of US$75 per ton CO2 would be an effective way of addressing the climate threat, the present global average applied Carbon Price is only $2 per ton CO2,  a tiny fraction of what is needed for keeping below the catastrophic plus  2°C of warming [14-16]. I explained this to my grandchildren at a Chinese restaurant: the waiter brings us a bill for $200 but we say that we’ll only pay $2.

Some years ago as a biochemist I posited Polya’s 3 Laws of Economics based on the fundamental  3 Laws of Thermodynamics fundamental to chemistry and physics, to whit: (1) the energy of closed system is constant, (2) the entropy (disorder, lack of information content) inexorably increases, and (3) zero entropy and zero molecular mobility at absolute zero temperature. Polya’s 3 Laws of Economics state: (1) Price minus Cost of Production (COP) equals Profit, (2) there is maximal deception about the COP, and (3) no production, profit or life on a dead planet [17]. The World is disastrously observing Polya’s Law #2 by resolute deception about the true Cost of Production that in a Carbon Economy must  necessarily include the damage-related  Carbon Price and the consequent Carbon Debt.

Science-trained Pope Francis has correctly opined: “Yet only when the economic and social costs of using up shared environmental resources are recognized with transparency and fully borne by those who incur them, not by other peoples or future generations, can those actions be considered ethical” [18-22].

Eminent UK economist Lord Nicholas Stern (London School of Economics) has described the massive deceit over these economic “externalities” thus: “The problem of climate change involves a fundamental failure of markets: those who damage others by emitting greenhouse gases generally do not pay. Climate change is a result of the greatest market failure the world has seen. The evidence on the seriousness of the risks from inaction or delayed action is now overwhelming. We risk damages on a scale larger than the two world wars of the last century. The problem is global and the response must be a collaboration on a global scale” [23].

The direst estimates from top climate scientists are that in the absence of requisite action on climate change 10 billion people will die prematurely this century en route to a sustainable human population in 2100 of only about 1 billion [24, 25].  Presently about 7 million people die annually from the effects of toxic pollutants from carbon fuel burning, and about 20 million  people are displaced annually by climate-related disasters [26, 27]. As many as 5 million people presently die annually from climate change and temperature extremes [28]. Presently 7.4 million people die annually from deprivation, overwhelmingly in the Global South [29], and climate change will have impacted this carnage. If the direst estimates are correct there will be an average of 100 million premature  deaths annually this century in the absence of requisite climate action [24, 25].

While there is plenty of political rhetoric and increased uptake of renewable energy, an overall global perspective yields a picture of disastrous climate inaction. Overall there is no decrease in record annual GHG (CO2, CH4, N2O) pollution, and  gas, oil, coal, cattle, cement, steel and iron ore production. The World is badly running out of time to act in a worsening climate crisis. The approaching latest El Nino event will mean highly likely exceedance of the 2015 Paris target of plus 1.5C in 1 of the next 5 years. No decrease in record GHG pollution and  gas, oil, coal, cattle, cement, steel and iron ore production, and ignoring the Carbon Price and  Carbon Debt mean that a catastrophic plus 2C temperature rise is now effectively inevitable [24, 30, 31-33].

One of Humanity’s greatest minds, Stephen Hawking, has stated our dilemma bluntly: “We see great peril if governments and societies do not take action NOW [my emphasis]  to render nuclear weapons obsolete and to prevent further climate change” [34]. Nuclear weapons and climate change are the 2 key existential threats to Humanity but the World is not taking action. In Australia greed and corruption means that there is bipartisan agreement on complicity in UK and US nuclear weapons via AUKUS (the Australia, UK and US Alliance) and in massive GHG exports [31]. Australia with 0.33% of the World’s population is responsible through its huge Domestic and Exported GHG pollution for 5.4% of the World’s GHG pollution [35-37].

(2). Huge corruption scandal: Australia Governments uses a 100-year-based Global Warming Potential (GWP) for methane (CH4) and hugely underestimates $15.4 billion of uncounted annual CH4 leakage.

Methane (CH4) is a gas, is 85% of natural gas, leaks, and has a Global Warming Potential (GWP) 105 times that of the same mass of CO2 on a 20 year time frame and with aerosol impacts considered [38]. One can readily calculate with first year high school maths (and assuming natural gas to be 100% CH4 or CH4 equivalent) that on this basis a systemic gas leakage of 2.6% would contribute  as much global warming greenhouse gas (GHG) pollution as generating the GHG CO2 by burning the remaining  97.4% of the gas. Systemic gas leakage in the US is about 3% and can be much greater at sites of gas extraction [24, 39-42].

Accordingly, for simplicity in assessing the annual increase of Carbon Debt by the World and by Australia,  as set out below we can reasonably assume a 20 year time frame, 2.6% systemic gas leakage, that 100% of the gas is CH4 or CH4 equivalent, and that the gas has a Global Warming Potential (GWP) on a 20 year basis that is 105 times that of the same mass of CO2. Assuming this means for the purposes of ready computation that the total  GHG effect from burning gas is 2 times the GHG effect from burning all the non-leaked gas and generating  the GHG CO2.

Thus, on the above basis and properly considering CH4 leakage, for Australia in 2020 the total Exported GHG emissions is 2015 Mt CO2-e (CO2-equivalent). Domestic GHG plus Exported GHG = 1,423 + 2015 = 3, 438 Mt CO2-e  [37], this corresponding  to 3,438 x100/ 63,800 = 5.4% of the global annual  total of 63,800 Mt CO2-e (determined by taking CH4 and land use into account) [43].

However the Australian Government ignores Australia’s huge CH4 exports, under-estimates CH4 leakage, considers a CH4 GWP  of about 21 on a 100 year time frame, takes the global annual GHG pollution as 41.8 Gt CO2-equivalent [38], and asserts an annual Australian [Domestic only] GHG pollution of 464 Mt CO2-equivalent [44] or 464 Mt x 100/41,800 Mt = 1.1% of the World’s annual total (still 3.3 times greater than its “fair share” on a population basis).

Further, according to the International Energy Agency (IAE) the Australian Government hugely underestimates  CH4 leakage from oil, gas and coal production by a factor of about 2 [45]. As reported by the Sydney Morning Herald: “According to the federal government, Australia’s coal and gas production leaks about 33 million tonnes of fugitive methane into the atmosphere during coal and gas production a year.. The Institute for Energy Economics and Financial Analysis (IEEFA) published a report on Wednesday that analysed the IEA figures… The analysis said the energy agency, an intergovernmental organisation of which Australia is a member, identified a total of 28 million tonnes of uncounted fugitive greenhouse gases in the country in 2022. That is roughly 6 per cent of the national total, according to the most recent annual count of 487 million tonnes” [45].

With a Carbon Price of $200 per tonne CO2-equivalent the Carbon Debt associated with this uncounted 28 Mt CH4 = 28.0 Mt CH4 x (44 t CO2/ 16 t CH4) x ($200/ t CO2) = $15,400 million = $15.4 billion of leakage not counted. The total value of the annual CH4 leakage = 61 Mt CH4 x (44 t CO2/ 16 t CH4) x ($200/ t CO2) = $33,550 million = $33.6 billion as compared to the $32.6 billion (A$50.1 billion) annual Australian Defence budget in 2023-2024 )[46].

In relation to the $15.4 billion of uncounted  CH4 leakage, one notes that an honourable New South Wales premier resigned after failing to remember receiving the gift of a A$3,000 bottle of wine when giving evidence before  the New South Wales  Independent Commission Against Corruption (ICAC) [47].

(3) The corruption scandal gets worse: the Australia-ignored annual Carbon Debt  from Australian gas production alone is $117.5 billion.

Australia is a major exporter of Liquefied Natural Gas (LNG) as summarized by Professor Samantha Hepburn (an expert on natural resources law): “In 2022, Australia exported a record 81.4 million metric tonnes of LNG, earning the industry $92.8 billion (when expected revenue was $44 billion). If all of these windfall benefits were taxed, the revenue could be used to completely rewire the nation and accelerate the shift to a clean energy future. This has not happened and the weak reform proposals by Labor do little more than scratch the surface. Treasurer Jim Chalmers has announced higher taxes on gas industry profits which he says will give Australians a “fairer return” on their natural resources. On Sunday Chalmers flagged changes to the petroleum resource rent tax (PRRT) – a tax on the profits from oil and gas exports – that he says will mean the offshore LNG industry “pays more tax, sooner”. Many profitable LNG projects are not paying tax under the current regime. Indeed, it has been predicted that most LNG projects will never pay tax” [48].

The increased tax on gas will be  A$2.4 billion over 4 years or A$0.6 billion annually [49]. Geoscience Australia reports: “During 2020 Australia was the seventh largest gas producer in the world and in 2021 Australia’s LNG exports reached a record high of 81.2 million tonnes (Mt) (slightly ahead of Qatar) making Australia the world’s largest LNG exporter… About 74 per cent of Australia’s natural gas production was exported in 2019–20” [50 ] i.e. in 2021 Australia’s total gas production was 81.2 Mt / 0.74 = 109.7 Mt and non-exported gas totalled 28.5 Mt.

As described in section (2) above, assuming a CH4 Global Warming Potential  (GWP) of 105 relative to the same mass of CO2, and a 2.6% leakage, then the  greenhouse gas (GHG) effect of the leaked gas would be the same as that from burning the remaining 97.4% of the gas. The molecular weights of CO2 and CH4 are 44 and 16, respectively, and accordingly combustion of 16 t of CH4 will yield 44 t of CO2.

Accordingly:

(a). The ultimate total CO2-equivalent GHG-wise  from the production of Australia’s annual total of 109.7 Mt of CH4 = (109.7 Mt CH4) x (44 t CO2/ 16t CH4 ) x 2 x 0.974) =  587.7 Mt CO2-equivalent (bigger than the Government-asserted annual Australian Domestic CO2 pollution of 464 Mt CO2 [44]).

(b). The ultimate total CO2-equivalent GHG-wise  from the production of Australia’s annual export of 81.2 Mt CH4 = (81.2 Mt CH4) x (44 t CO2/ 16t CH4 ) x 2 x 0.974) =  435.0 Mt CO2-equivalent (about the same as the  Government-asserted annual Australian Domestic CO2 pollution of 464 Mt CO2 [44]).

(c). At a Carbon Price of $200 per tonne CO2-equivalent, the ultimate Carbon Debt from the total annual production of Australian gas = 587.7 Mt CO2-equivalent x $200 / t CO2-equivalent = $117,540 million  = $117.5 billion  (7.6 % of the Australian GDP in 2021 of $1,553 billion, noting that Australian Government spending was 24.5% of GDP prior to the Covid-19 Pandemic during which  it rose to 33.4%,  but was predicted to fall back to 26.8% of GDP [51]).

(d) At a Carbon Price of $200 per tonne CO2-equivalent, the ultimate Carbon Debt from the total annual production of exported Australian gas = 435.0 Mt CO2-equivalent x $200 / t CO2-equivalent = $87,000 million = $87.0 billion (A$134 billion per year; the much vaunted new Australian tax on exported gas of A$0.6 billion is a mere 0.4% of this annual Carbon Debt).

(e). As estimated in 2019, Global Carbon Debt is about  $200-250 trillion and  increasing by $16 trillion annually, and Australia’s Carbon Debt is $5.1 trillion that is increasing at $400 billion per year and at $40,000 per head per year for under-30 year old Australians [5, 52]. Taking methane leakage into account, in 2020 Australia’s total Exported GHG emissions were revised to 2,015 Mt CO2-e, with Domestic GHG plus Exported GHG = 1,423 + 2,015 = 3, 438 Mt CO2-e , this corresponding  to 3,438 x100/ 63,800 = 5.4% of the global annual  total of 63,800 Mt CO2-e [37]. According to this upwards  revision, Australia’s Carbon Debt is increasing at $688 billion per year and at $69,000  per head per year for under-30 year old Australians [5].

(4). Deadly deception exposed – deadly and terracidal corruption in Corporatocracy Australia in which 100,000 Australians die preventably each year from “life-style choice” and “political choice” causes.

Like other Western democracies Australia has become a Corporatocracy and Lobbyocracy in which Big Money effectively buys political influence, votes, more power and more private profit [53]. Globally and in Australia there is  ever-widening wealth inequality with the top 1% owning about 50% of the wealth and the bottom 50%  owning about 1% of the wealth. French economist Thomas Piketty has cogently argued that the ever-widening wealth gap is bad for the economy (the poor cannot afford to buy the goods and services they produce) and bad for democracy (Big Money buys votes). Piketty argues for an annual wealth tax to partly address the wealth “gap” and indeed  Islamic law has decreed an annual wealth tax of 2.5% (zakat) for 1,400 years [54].

Wealth inequality is deadly. Thus in 2020 about 7.4 million people (mostly children) died avoidably from deprivation worldwide on Spaceship Earth, overwhelmingly in the Global South  with the rich Global North in charge of the flight deck [29]. However in rich, neoliberal  America about 1.5 million people die preventably each year from “life-style choice” and “political choice” causes, the list (including some overlaps) being: adverse hospital events (440,000), smoking (420,000), accidents (147,000), obesity (76,000), alcohol (73,000), drug overdose (69,000), air pollution (60,000), influenza and pneumonia (57,000), lack of health insurance (45,000), suicide (44,000), preventable under-5 infant deaths from comparing US and Singapore data (20,000), homicide (19,000), guns (15,000), and  jihadi-caused deaths in America, post-9/11 annual average (4) [55].

Similarly, in rich Australia 100,000 people die preventably each year from “life-style choice” and “political choice” causes, the list including the following as of 2022 [56, 57]: (1) 26,000 (adverse hospital events), (1) 24,000 (obesity-related),  (2) 20,000 (smoking-related), (3) 12,000 (Covid-19-related) (4) 12,000 (medical error), (5) 10,000 (carbon burning pollution-derived),  (6) 5,900 ( alcohol-related), (7) 5,200 (avoidable Indigenous Australian deaths), (8) 3,100 (suicide), (9) 2,000 (heat stress), (10) 1,800 drug-related, (11) 1,400 (melanoma), (12)  1,200 (road deaths), and (13) 193 (homicide including femicide), noting that 4 Australians have been killed by jihadi terrorists in Australia this century [56, 57].

Clearly money for medical services and preventive medicine campaigns would address this horrendous annual carnage in which  about 2.2 million Australians have died preventably from such causes  since the 9/11 atrocity that killed 3,000 people . Australia has an annual “defence” budget of about A$50 billion, some of which would be better spent in keeping Australians alive rather than on genocidal US wars and US-made killing machines. This obscenity is harshly illustrated by the recent Australian-UK-US (AUKUS) Alliance deal whereby Australia will become a prime nuclear target in any escalating nuclear conflict, and will spend about A$400 billion on 8 nuclear-powered submarines from the UK and US, but with the exponentially increasing capacity of Artificial Intelligence (AI) these 8 submarines will potentially be AI-detectable White Elephants and Sitting Ducks before any have been delivered [56]. Similarly, the neoliberal Labor Government with  Coalition support promises A$300 billion in tax cuts for the rich, despite humanity and a Nobel Prize-winning economist instructing otherwise [9, 10].

Yet on a bipartisan basis the Australian political Establishment is locked into egregiously mendacious, corrupt  and indeed traitorous Australian-killing, democracy-violating and terracidal  climate criminality as summarized below:

(a). Local- and  foreign-owned  fossil fuel corporations like other major corporations donate to the 2 major political parties  and are permitted to avoid paying tax on a massive scale (egregious corruption). A key argument is that there is  no case for a corporate tax cut when one in five of Australia’s top companies don’t pay it [7, 8]. Indeed  Emily Clark  of the ABC reported the following (2017): “There were 732 companies [out of 2,043] who paid no tax in Australia in the 2015-16 financial year. Collectively, their income was more than A$500 billion. It’s all in a dataset on corporate tax just released by the Australian Tax Office. You can see who’s paying what by searching the full database below…” [58].

(b).  In 2010 Labor PM Kevin Rudd proposed to levy higher taxes on the huge profits of mining corporations. He was quickly removed in a US-approved, mining corporation-backed and pro-Zionist-led Coup on 24 June 2010 [32, 59- 65]. For background to this second Australian Coup (the first being the US- and UK-complicit Coup on 11 November 1975 that removed the government of Labor PM Gough Whitlam [66]) see [64, 67-76]. The Australian Financial Review (2021): “Iron ore miners are ripping off taxpayers amid buoyant commodity prices and should face the type of levy they successfully scuttled a decade ago, according to former prime minister Kevin Rudd. Renewed calls for a super-profit tax of the type that triggered Mr Rudd’s political downfall in 2010 came as prices for iron ore surged again to within striking distance of a record… Mr Rudd’s first stint as prime minister was unravelled by his plan to impose a super-profits tax on miners amid the 2010 commodity price boom, with the tax plan watered down by his successor Julia Gillard into the largely ineffective Minerals Resource Rent Tax (MRRT). The MRRT was repealed by Tony Abbott’s Coalition government in 2014” [77]. The largely foreign-owned Mining Industry spent a mere A$22 million in 2010 to get rid of Rudd over the Mining Tax. PM Rudd’s successor, pro-coal, pro-gas, pro-mining, pro-Zionist and fervently pro-US  PM Julia Gillard, negotiated with a small number of Big Miners and watered down Rudd’s egalitarian, Australia-first Mining Tax proposal. Senior Australian journalist  Peter Hartcher (2011): “But consider the savings. The union movement feared for its existence under WorkChoices. So A$30 million [for a campaign] is cheap. Kevin Rudd’s original mining tax would have collected A$12 billion in two years. The latest version projects a tax take of A$7.4 billion in two years. The miners saved A$4.6 billion for an outlay of just A$22 million, a return on investment of 20,800 per cent. This makes political activism one of the few activities in Australia more profitable than mining” [78]. I suspect that the Gambling Lobby recognized these numbers when  they “magically” hit upon A$20 million as the right amount for a pre-election  lobbying fund.

(c). There is an ever-increasing intergenerational inequity, intergenerational injustice and Establishment lying associated with the gigantic and ever-increasing Carbon Debt [2]. Thus Global Carbon Debt is about  $200-250 trillion and  increasing by $16 trillion annually, and Australia’s Carbon Debt is $5.1 trillion that is increasing at $688 billion per year and at $69,000  per head per year for under-30 year old Australians [5]. Even the exceptionally well-informed and articulate Greta Thunberg has been reduced to saying “How dare you!” to the climate criminals, and referring to their blatantly dishonest rhetoric as “Blah, blah, blah!”  However while young people recognize that they will live in an increasingly severely  damaged planet, I suspect that most don’t know how bad things are in a quantitative sense. The corruption and mendacity of  Australian Mainstream journalist, editor, politician, academic and commentariat presstitutes ensures that they are unaware of the terracidal catastrophe awaiting Humanity and the Biosphere. Profound corruption ensures that their reportage is “soft” at best and actually or effectively climate change denialist at worst. Ignored by the Mainstream, many scientists demand a return of the atmospheric CO2 to the pre-Industrial Revolution level of about 300 ppm CO2 for a safe and sustainable planet for all peoples and all species [79, 80]. However the cost of doing this is about $250 trillion, and atmospheric CO2, CH4 and N2O (nitrous oxide) are at record highs and increasing  at record rates [30]. The direst predictions are that in the absence of requisite action, 10 billion people will die prematurely this century in a worsening Climate Genocide en route to a sustainable population in 2100 of only about 1 billion people [24, 25].

(d). The corrupt Mainstream lying is so bad as to be described as Orwellian (slavery is freedom, ignorance is strength, war is peace, and 2 plus 2 does not equal 4) [81]. Thus the new Australian Labor Government claims to be tackling climate change, unlike its effective climate change denialist Coalition predecessor, but has utterly betrayed Australia and Humanity by a policy of opening over 100 new coal and gas extraction projects [16, 31]. Adam Bandt (Greens Federal MP and leader of the Australian Greens) (2022): “The scientists that we pay to advise us on this – as well as the undisputed authority, according to government, on global energy systems, the International Energy Agency – said last year that to reach net zero by 2050, not one single new coal, oil or gas project can be built. Not one. Yet, on the government’s official register, there are 114 new coal and gas projects in the pipeline, containing more than double the amount of Australia’s current emissions. That’s 2½ times Australia’s emissions every year locked up in these projects that the Liberals and Labor want to develop… We have differences of views about how quickly we should get out of existing coal and gas, but everyone can surely agree that we shouldn’t open up new coal and gas projects” [46]. Fatih Birol (executive director of the International Energy Agency. IEA) (2021): “If governments are serious about the climate crisis, there can be no new investments in oil, gas and coal, from now—from this year. More and more countries are coming up with net zero commitments, which is very good, but I see a huge and growing gap between the rhetoric and the reality” [46]. Corrupted Labor, Coalition and the Australian Mainstream dishonestly ignore Australia’s huge coal, gas and iron ore exports that mean that  Australia with 0.33% of the world’s population is responsible for 5.4% of the world’s GHG pollution.

(e). Australia (population 26 million) boasts of its economic performance (per capita GDP $65,000 [83]) but there is flagrantly deceitful and bipartisan ignoring of a proper Carbon Price, Carbon Debt, and an annual increase in Australia’s  Carbon Debt  of  $688 billion [5]. Corruptly and deceitfully ignoring this huge annual Carbon Debt will not make it go away, and makes the bipartisan claim of “zero net emissions by2050” utterly fraudulent. This flagrant dishonesty extends to Emissions Trading Scheme (ETS), Carbon Pollution Reduction Scheme (CPRS), “Carbon Credit”, and “Carbon offset”  carbon trading propositions that are simply fraudulent [84-87].

Thus the Australia Institute: “Carbon credits are a core pillar of Australia’s climate change strategy. However, depending on offsets to meet emission reduction goals is mathematically impossible and a recipe for climate disaster… While the maths of offsetting is simple, in real life it’s not so neat. Firstly, when companies (or countries) say they’re ‘net-zero’ or ‘carbon neutral’ you’d think they mean they’ve offset all their emissions to get there. But that’s not what happens… The second big issue is that we’re frequently seeing carbon credits are not worth the paper they’re written on, and are not representing real emissions reduction… In Australia, research from ANU and UNSW, the Australia Institute and a number of independent researchers and academics has highlighted integrity issues with Australia’s own national carbon credits, called ACCUs. There is significant evidence that up to 75% of ACCUs are not resulting in real emissions reductions or are not ‘additional’. Our research found that ‘avoided deforestation’ projects, which make up 1 in 5 of all carbon credits in Australia, do not represent genuine abatement. In most cases, credits were issued for protecting areas were never going to be cleared. That’s like reducing tobacco use by paying non-smokers not to smoke” [86]. The ABC (2023): “Professor Andrew Macintosh is scathing of the scheme. For six years, he was the chair of the watchdog that monitors carbon projects: the Emissions Reduction Assurance Committee (ERAC). He now works with a team at ANU and UNSW that has analysed how HIR [Human Induced Regeneration] projects are performing overall in Australia. “The vast majority are performing badly. By that, I mean over 80 per cent of projects, their tree cover has either gone nowhere or it’s gone backwards since the projects were first registered” [87].

(f). Coal and gas extraction corporations employ expert scientists but are involved in massive under-reporting of associated CH4 leakage (‘fugitive emissions”)  The Carbon Debt associated with these uncounted emissions $15.4 billion per year (see Section 2 above) and the Carbon Debt  for total annual fugitive emissions  is $46.2 billion, 50% bigger than the $32.6 billion (A$50.1 billion) annual Australian Defence budget. I have been a scientist  for half a century (and indeed  was awarded the Masson Medal of the Royal Australian Chemical Institute) so I have some credibility in stating that there is something seriously wrong here. However the wrong is compounded by mendacious and corrupt  Mainstream  politicians and media resolutely ignoring  Carbon Price and Carbon Debt. Further, as described in Section 3, the Australia-ignored annual Carbon Debt  from Australian gas production alone is $117.5 billion.  Decency,  honesty  and the core human ethos of Kindness and Truth would surely demand that complicit governments  and corporations would at least admit to running up this inescapable Carbon Debt annually, even if they have no intention of paying it and are simply going to leave it for future generations to pay. At some point there will be a Climate Revolution by the horribly violated young  (that hopefully will be peaceful) [88-90].

(g). Coalition, Labor and Mainstream media lying by omission and commission over Carbon Debt in the furtherance of Business As Usual (BAU) (and especially in relation to Australia’s huge annual GHG exports) is corruption and fraud , noting the expert legal definition quoted at the outset of this Submission: “A person who, by deception, dishonestly obtains property belonging to someone else, or obtains a financial advantage or causes a financial disadvantage, is guilty of fraud” [1].  The Australian Mainstream journalist, editor, politician, academic and commentariat presstitutes complicit in this Australia- and indeed Planet-threatening fraud are well rewarded whereas truth-tellers like Emma Alberici are “let go” [12, 13].  Indeed former Australian PMs Kevin Rudd (Labor) and Malcolm Turnbull (Coalition) have joined forces to demand a royal commission into the US-owned  Murdoch media empire that has about 70% of Australian daily newspaper readership and has an appalling record of climate change denialism and effective climate change denialism through promotion of climate change inaction. Kevin Rudd is now very busy as Australian Ambassador to Washington, and the Sydney Moring Herald reports (2023): “Former Coalition prime minister Malcolm Turnbull will take over from ex-Labor prime minister Kevin Rudd as the head of the campaign for a royal commission into Rupert Murdoch’s Australian media empire” [91].

Finally, this saga of horrendous mendacity and fraud could be simply dismissed as business as usual (BAU) for corporations and successive dishonest, corrupt, neoliberal and complicit governments in Corporatoracy Australia on the basis that the law must be obeyed even though the law is made by and for the rich. However our children, grandchildren  and future generations will have the immense burden of gigantic and inescapable Carbon Debt (thus if sea walls are not built cities and arable land and will disappear). In relation to the full Carbon Price of $200 per tonne CO2 that is only presently applied globally at $2 per tonne CO2, the young readily understand that when the waiter brings a bill for $200 one pays the full $200 and not a mere $2. The young will sensibly question why corrupt corporations and governments run up a Carbon Debt for future generations of about $0.7 trillion each year in Australia whereas  an honorable state premier resigned for forgetting a gift of an A$3,000 bottle of wine before an anti-corruption commission. The young demand justice.
